II-Project (CJG1) at salary level QC5-1167 ($3393-$4124), two (2) Early Childhood
Educator-Project (9MW4) at salary level QH5-0944 ($2720-$3307), two (2) Comprehensive
Services Manager-Project (9MS3) at salary level C85-1454 ($4508-$5479), three (3)
Comprehensive Services Assistant Manager-Project (9MS7) C85-1208 ($3533-$4295),
three (3) Intermediate Clerk-Project (99J3) at salary level QH5-0946 ($2809-$3415), and
one (1) Accountant I (SAWA) at salary level ZB5-1332 ($3995-$4856) in the Employment
and Human Services Department, Community Services Bureau.
FISCAL IMPACT:
There is no impact to the County's general fund budget and there is no impact to the
department's budget. These positions have been included in the federal Early Head Start
ARRA grant budget.

Subject:ADD 20 POSITIONS IN THE EMPLOYMENT AND HUMAN SERVICES COMMUNITY SERVICES
BUREAU TO SUPPORT EARLY HEAD START ARRA EXPANSION PROGRAMS
BACKGROUND:
The Recovery Act was signed into law to create economic growth by providing
sustainable resources and employment opportunities in communities. Federal Early Head
Start programs have received a significant amount of this funding, and as the designated
grantee for this county, Community Services Bureau has taken advantage of the
American Recovery and Reinvestment Act (ARRA) expansion grant opportunities and
applied for the maximum allowable amount for Early Head Start programs. This request
includes the additional positions that will be needed to fully operate the programs
proposed by the Community Services Bureau.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, this will result in a significant increase of the case loads of
the current fiscal and personnel staff, and may contribute to insufficient tracking,
monitoring, management, and coordination of services and funds. This potentially may
result in the failure of the Comunity Services Bureau to meet the reporting requirement
set by the funding sources and thus may contribute to loss of funding, and the inability of
the program to provide services needed by the community.
CHILDREN'S IMPACT STATEMENT:
The proposed Early Head Start programs will support three of Contra Costa County’s
community outcomes; Outcome One- “Children Ready for and Succeeding in School,”
Outcome Three- “Families that are Economically Self-sufficient,” and Outcome Four-
“Families that are Safe, Stable, and Nurturing.” These outcomes will be achieved through
the expansion of quality child care and development programs and the delivery of
comprehensive services to children and families.
