APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with the California State Association of Counties (CSAC)
to increase the payment limit by $40,740 to a new payment limit of $142,454 to provide
California Works Information Network (CalWIN) system enhancements with no change in
the term of July1, 2009 through June 30, 2010.
FISCAL IMPACT:
$142,454; 7% County, 93% State (All Districts)
BACKGROUND:
Contra Costa County is one of 18 counties participating in the California State Association
of Counties to address the Welfare Client Data System for ongoing system management and
enhancements. The increased contract funding represents Contra Costa County's
proportional share of costs for enhancements to the system, Access CalWIN which will
provide telephone-based, self service automation to clients and Benefits CalWIN which will
provide for self service client applications submitted through the Internet.

CHILDREN'S IMPACT STATEMENT:
The contract amendment supports all five of the community outcomes established in the
Children's Report Card: 1) "Children Ready for and Succeeding In School"; 2) "Children
and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are
Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing"; and. 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families".
An up-to-date, accessible, ever-enhanced and refined data system will support and ensure
more accurate and timely payment of benefits and delivery of appropriate services.
