APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to execute a contract amendment with Kids' Clubs, Inc. to increase the payment
limit by $39,802 to a new payment limit of $474,025 for additional State Preschool and
Pre-kindergarten Family Literacy services with no change to the term July 1, 2009 through
June 30, 2010.

Subject:Kids' Clubs 2009-10 childcare services contract, amendment #1
BACKGROUND: (CONT'D)
Board approved a contract with Kids' Clubs, Inc. for the provision of State Preschool and
Family Literacy program services. The County receives funding from California
Department of Education for these services; the County, in turn, contracts with local
community-based agencies to provide further distribution of services throughout the County.
This board order seeks to add funding to the contract in consideration for the additional
twenty-four (24) children to be served by this community agency.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are
Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income children
throughout Contra Costa County.
