APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a
Consulting Services Agreement with Quincy Engineering, Inc. for the not-to-exceed amount
of $243,000, for design services for the Marsh Creek Detention Facility Bridge
Replacement Project, for the period of May 18, 2010, terminating upon acceptance of the
completed project, Clayton area. (Federal Highway Bridge Program Funds 80%, and
General Fund 20%) (District III) Project No. 0662-6R4015
FISCAL IMPACT:
The Consulting Services Agreement allows for a payment limit of $243,000 for design
services, funded by Federal Highway Bridge Program Funds (80%) and General Funds
(20%).
BACKGROUND:
The Marsh Creek Detention Facility bridge has a Caltrans Sufficiency Rating of 22 and is
considered structurally deficient. A bridge with a Sufficiency Rating less than 50 is eligible
for federal funds to replace the bridge under the Highway Bridge Program (HBP) and the

BACKGROUND: (CONT'D)
County has received approval for this bridge to be included in the HBP. Federal HBP
funds will provide the majority of the funding for the bridge design services, with County
general funds providing the local match.
County has successfully negotiated with Quincy Engineering, Inc. to provide the design
services.
CONSEQUENCE OF NEGATIVE ACTION:
If the Consulting Services Agreement is not approved, design for the bridge will be
delayed and the project could lose federal funds.
