APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Wilma Loft, dba, Wilma Loft Catering in an amount not to exceed
$680 to for Health Insurance Counseling and Advocacy Program (HICAP) Volunteer
Recognition Luncheon on July 18, 2010.
FISCAL IMPACT:
$680: 100% California Department of Aging Grant Funds. No County funds.
BACKGROUND:
The California Department of Aging sponsors the HICAP program and supports volunteer
appreciation luncheons. This event is a specifically budgeted event in the HICAP contract.
The HICAP Program Manual, (Section 114.3), states: " Formal recognition functions,

and pins presented at recognition luncheons/dinners are held in honor of volunteer
achievement."
The volunteers provided individual counseling to Medicare beneficiaries in Contra Costa
County to help the beneficiaries understand and access their health care coverage. In
addition, these volunteers assisted beneficiaries when they were denied health care services
or payment for health care services. Volunteers provided community education for people
new to Medicare.
