APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
apply for and accept funding from the U.S. Department of Health and Human Services,
Administration for Children and Families, to increase the payment limit Head Start Grant by
$6,848 for a new payment limit not to exceed $16,820,019 for Head Start program services
with no change to the term period of January 1 - December 31, 2010.
FISCAL IMPACT:
Funding for the period January 1 – June 30, 2010 was included in the Department’s FY
2009-10 budget. Funding for the period July 1 – December 31, 2010 is included in the
Department’s proposed FY 2010-11 budget. The County, as Grantee, is required to generate
a 20% non-federal match of total funding not to exceed $4,205,005. This match is achieved
through collaboration with State Child Development programs and the volunteer hours
accrued by Head Start parents and community partners.

BACKGROUND: (CONT'D)
Human Services Department, Administration for Children and Families (ACF) as the
Head Start grantee. The annual application includes newly identified goals and objectives
for the program, which is reviewed and approved by the Head Start Policy Council.
The Board approved submission of the 2010 Continuation grant on September 15, 2009
(C.52). Since the submission, ACF identified additional funding for which the
department is eligible to receive within the Training & Technical Assistance (T&TA)
budget line item within the 2010 Continuation grant. This board order approves
submission of a revised T&TA budget to account for the additional funds. The Head Start
Policy Council approved the application for the additional funds on February 17, 2010.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that
are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income
children throughout Contra Costa County.

Training or Staff Development: $6,848 in Training or Staff Development funds for
additional training for management, staff, and partners. These dollars will be used
for conferences and training fees associated with workshops for our pre-school
program.
Non-Federal Share: $1,712 for HS Base Adjustment will be provided by in-kind
services. In-kind services will be provided by parent and community
volunteers in the classroom, for committees, and at the Policy Council.
