APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract
amendment with the State Victim Compensation and Government Claims Board, pursuant to
State guidelines, increasing the funding allocation to the County for the Victim
Compensation Program by $70,000 from $68,862 to $138,862, and extending the contract
termination date from June 30, 2010 to June 30, 2011.
FISCAL IMPACT:
$70,000 of revenue. 100% State, budgeted in fiscal year 2010/11. No County match
BACKGROUND:
The Victim Compensation and Government Claims Board (Board) administers the State's
Victim Compensation Program (VCP), which reimburses victims of violent crimes for
specific economic losses incurred as a result of crime. The Board, through Criminal
Restitution Compacts, funds a Victim/Witness Program Specialist position that provides a
restitution specialist who works with the victim, the prosecutor, the Probation Department
and the Court to ensure that offenders

BACKGROUND: (CONT'D)
are ordered to pay restitution to the victim and the program when appropriate. Statute
requires the Court to impose restitution on behalf of the Board when an offender is
convicted and the victim has received benefits from the VCP. If the victim's losses are
unknown at the time of sentencing, statute requires that the restitution order include a
provision that the amount will be determined at the direction of the Court.
