APPROVE a Lease with the Contra Costa Community College District, for a one-year term commencing June 1, 2010, and ending May 31, 2011, for approximately 7,280 square feet of office space at 500 Court Street, Martinez, at a monthly rent of $8,735, for continued occupancy by the Sheriff-Coroner, under the terms and conditions set forth in the Lease. 2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Lease, and to EXERCISE any options to extend the Lease. 3. DETERMINE that the project is a Class 1, Section 15301 Categorical Exemption under the California Environmental Quality Act (CEQA). (CP# 09-53, WLP641) 4. DIRECT the Department of Conservation and Development Director, or designee, to file a Notice of Exemption with the County Clerk, and DIRECT the Director of General Services, or designee, to arrange for the payment of the handling fees to the Department of Conservation and Development and the County Clerk for filing of the Notice of Exemption. Lango, General Services Director Date:May 18, 2010 Contra Costa County Subject:Lease Renewal for the Premises at 500 Court Street, Martinez, Second Floor, Martinez for the Sheriff-Coroner FISCAL IMPACT: Approval of the Lease renewal will obligate the County to pay approximately $169,000 in rent and occupancy expenses for the one-year lease term. The rent for the period June 1, 2010 through June 30, 2010 is $8,735, and has been budgeted in FY 2009/10. The remainder of the rent has been submitted for approval in the FY 2010/11 budget. BACKGROUND: The County has leased the premises for the Sheriff-Coroner since 1989. Approval of the Lease will provide for continued use of the office space for the Sheriff-Coroner's Fingerprint and Records Units for one year. It is anticipated that at the end of the Lease term the Sheriff-Coroner will be able to move into County-owned office space at 2530 Arnold Drive, Martinez, (Summit Center) which is consistent with the County's Real Estate Asset Management Plan (RAMP) for moving County departments into less costly County-owned space when available. CONSEQUENCE OF NEGATIVE ACTION: The functions of the Sheriff-Coroner's Fingerprint and Records Units at this location requires operations to be open 24 hours per day, 7 days a week, with a generator for emergency power in case of a power outage. Failure to approve the Lease will require seeking another office space location for the Sheriff-Coroner's use, which may require the installation of an emergency generator to support the Sheriff-Coroner's functions at significant additional cost.
