ADOPT Resolution No. 2010/285, to adjust the salary of the employee #49675, an
Administrative Services Assistant III, in accordance with Section 4.3 of the Salary
Regulations, to the salary received prior to his voluntary demotion effective May 3, 2010, as
recommend by the Employment and Human Services Director.
FISCAL IMPACT:
No additional fiscal impact. 20% County, 40% State, 40% Federal.
BACKGROUND:
As part of the Employment and Human Services Department's administrative
reorganization, the responsibilities of the Facilities Unit have changed. The duties of the
EHSD Facilities Manager have diminished over time due to the completion of the
Department's major capital projects.
The change in duties results in the need to reorganize to a more appropriate span of control
for the position consistent with the Department's ongoing commitment to organizational
balancing. Accordingly, the EHSD Facilities

Subject:Adjustment of Salary Upon Demotion Under Section 4.3 of Salary Regulations
BACKGROUND: (CONT'D)
Manager incumbent voluntarily demoted to an Administrative Services Assistant III at
the department's request.
Section 4.3 of the Contra Costa County Salary Regulations allows the Board of
Supervisors to adjust the salary of an employee upon voluntary demotion.
Approval of this request will allow the department to continue to compensate the
previous incumbent at the EHSD Facilities Manager's rate of pay. His salary will remain
at this level until such time that the salary of the Administrative Services Assistant III
class is equal to or exceeds his salary. At that time, he will be compensated
commensurate with his status as an Administrative Assistant III.
