ADOPT Appropriations and Revenue Adjustment No. 5076 approving the transfer of funds
in the amount of $40,000 from the Health Services Department, HSD Homeless Program,
(General Fund, 0463) to General Services, Fleet Operations (Fleet ISF Fund, 0063) to
purchase a Ford E150 Passenger Van with Wheelchair Lift for the Health Services
Department’s Homeless Division Respite Program.
FISCAL IMPACT:
The action increases Revenue and Appropriations for Health Services (0463) in the amount
of $150,000 to reflect incoming Grant Funds for the new Respite Program. Included in this
amount is the transfer of funds to the ISF Fleet (0064) in amount of $40,000 which is
recognized and appropriated for purchase of the Grant funded Vehicle. There is no change
in Net County Cost resulting from these transactions.
BACKGROUND:
The Health Services Department’s Homeless Division is purchasing a Passenger Van
equipped with Wheelchair Lift. This is an approved expenditure as part of the Grant

Subject:TRANSFER FUNDS FOR PURCHASE OF VAN FOR THE HOMELESS
BACKGROUND: (CONT'D)
Award from the Kaiser Permanente Northern California Community Benefit Fund. An
average of 250 client transports occur per month, mainly to medical appointments,
employment interviews, Social Security Administration for benefits assistance, substance
abuse detoxification and treatment programs, and pharmacies for prescription refills. The
majority of the clients are elderly, and physically and/or mentally disabled. The respite
program is located in an area where bus transportation is limited, therefore requiring
transportation from the program to ensure the safety of the clients.
The purpose-built vehicle will enable the Respite Program to provide safe transportation
to the elderly and disabled homeless clients who reside in the respite program. This
purchase will be funded with a Kaiser Permanente Grant for the new HSD Homeless
Program.
