RECOMMENDATION(S): (CONT'D) FISCAL IMPACT: No fiscal impact to the County General Fund from this action. BACKGROUND: The Public and Environmental Health Advisory Board was established in May 1986 to anticipate emerging health needs and initiate prevention programs, focus public health interventions in communities with greatest needs, balance available resources with growing needs and advocate for increased county action to improve community health. The Advisory Board consists of 19 members. The Internal Operations (IO) Committee reviews nominations for all seats except those reserved for specific organizations. Terms of office are for four years. At its April 19, 2010 meeting, the IO Committee reviewed and approved PEHAB's nominations of the following individuals to the following seats: Name Seat Term Exp. 1. Bonillia, Vice Chair Attention: Lara DeLaney From: Joanne Genet, PEHAB Executive Assistant, for Wendel Brunner, M.D. Director of Public Health Re: Public and Environmental Health Advisory Board (PEHAB) Recommended Appointments Please consider these recommendations for PEHAB appointment of Maeve Sullivan to the West County At-large #1 seat, which will expire on May 31, 2011; and Steve Botic to the Central, At-Large Seat # 2 which will expire on May 31, 2010. We believe that Ms. Sullivan’s background will strengthen PEHAB’s ability to advise, educate and inform on the increasingly complex health issues as they relate to the PEHAB mission. Mr. Botic brings to PEHAB an extensive scientific background and knowledge of “Green chemistry” that will enhance PEHAB’s understanding of the environmental issues facing Contra Costa. Background information is provided for them, including Personal Data sheets, applicants’ addresses and a current PEHAB member roster. Appointment recommendations: 1. West County, At-Large #1 Seat Ms. Maeve Sullivan 1477 14th St., Oakland, CA 94607 Employer: Community Clinic Consortium 3720 Barrett Ave., Richmond 94805-2253 Ms. Sullivan is the Director of Programs and Grants for the Community Clinic Consortium located in Richmond for the past three years. She led a two county (Contra Costa County and Solano) HPV public health campaign and leads an oral health campaign for underserved children in Contra Costa. She is particularly interested and experienced in women’s reproductive health, health care accessibility for the underserved, asthma, and school-based health centers. She is committed to reducing health disparities. 2. Central At-Large #2 Mr. Steven Botic 1800 Cole Ave., #2, Walnut Creek, CA 94596 Employer: Praxair Inc. 841 Chevron Way, Richmond, CA 94801 Mr. Botic is an Environmental Engineer for Praxair and a resident of Walnut Creek. Previously he was actively involved in the new Green Chemistry Imitative and is interested in greener alternatives. He brings “great enthusiasm about the environment” and likes to see things getting done. BACKGROUND: The Public and Environmental Health Advisory Board (PEHAB) is a 19- member board appointed by the Board of Supervisors since 1986 to advise the Health Services Department on community needs. This community-oriented Board seeks diverse representation from throughout Contra Costa County and includes community members in the following representative categories: seniors, children/schools, business/industry, environmental organizations, labor and consumers. We also have professionals representing local voluntary agencies, the medical provider community, and immigrant populations. These representatives provide broad community knowledge and a wealth of experience and expertise in the health field. PEHAB’s mission is to identify community health needs and to make recommendations to the Health Services Department on how to address these needs. In order to accomplish this, PEHAB strives to anticipate emerging public health issues and advocates for policies, services, and programs that will improve the community’s health. PEHAB recruits new members by sending out press releases to local media and notices to community-based organizations, other coalitions and groups, and members of the Board of Supervisors. PEHAB members also recommend candidates. PEHAB is committed to diversity in its membership and residents of Contra Costa with a broad range of community and health backgrounds are encouraged to apply. Candidates are asked to submit a written application. A recruitment committee made up of current PEHAB members, with the PEHAB executive assistant, reviews the applications and interviews potential candidates. The recruitment committee makes recommendations to the PEHAB Steering Committee of the candidates whose background, experience and interest best match the vacant seats on the Board. Upon approval by the Steering Committee, these candidates are contacted and invited to attend a Board meeting. PEHAB members then vote to approve forwarding these candidate’s names and information to the Board of Supervisors via the Internal Operations Committee for appointment to PEHAB. Fiscal Impact: None. CAO’s Office From: Wendel Brunner, M.D. Director of Public Health Re: Public and Environmental Health Advisory Board (PEHAB) Recommended Reappointments and Resignations Please consider the recommended reappointments of the following three (3) individuals to the Public and Environmental Health Advisory Board to new terms. Through their work as PEHAB members, these individuals have contributed their experience and expertise to advise, educate and inform on increasingly complex health issues as they related to the PEHAB mission. The Reappointment recommendations are: 1. Seniors Seat Mary Lou Laubscher 1122 Lovell Court, Concord 94520 Ms. Laubscher was appointed to PEHAB in 1997 and currently serves on the the Steering Committee. She is active in the Monument Community Partnership with the Senior Action Team, gardening 1 project and the Transportation Action team. She is a tireless advocate for needed services in Central County. She is a retired Community Center Executive Director. 2. Hazardous Materials Commission Seat Marjorie Leeds 4721 Pleasant Hill Road, East, Matrinez, CA 94553 Ms. Leeds was appointed in 1997 and serves on the PEHAB Steering Committee and the Environmental Health Subcommittee. She is an Engineer with Shell Chemical with a strong interest in Environmental Health. She currently represents PEHAB on the IPM Advisory Committee. 3. Family and Children Seat Mary Rocha 3022 Rio Grande Drive, Antioch, CA 94509 Ms. Rocha was appointed to PEHAB in 1993 and serves on the Access to Health Subcommittee. She is currently the Mayor Pro-tem of the city of Antioch and works at Brighter Beginnings as the community liaison to Center and East County. She is concerned about health coverage for all residents of Contra Costa. The following PEHAB members have resigned. Resignations are: 1. General, At-Large #2 Barbara Leone 3003 Oak Road, MS 2076, Walnut Creek 94597 Ms. Leone has relocated and changed job, both out of Contra Costa. 2 2. Consumer/Community #2 Bonita Woodson Ms. Woodson has an illness in her family which frequently takes her out of state. She is no longer able to make a time commitment to PEHAB. 3. General, At-Large #1 Anita Siegel Ms. Siegel is now the acting Public Health Director of Public Health in Alameda County. She is no longer able to make a time commitment to PEHAB.
