DECLINE authorization of a General Plan Amendment study for Assessor Parcel Nos.
184-302-003/004, and 184-302-006/007/040, which are located at 2052-2072 Olympic
Boulevard, Saranap area, to consider a change in the General Plan land use designation from
Single Family Residential – Medium Density (SM) to Multiple Family Residential – Low
Density (ML).

BACKGROUND:
The Department of Conservation and Development is in receipt of a request from Mr.
William Wood on behalf of two property owners for a General Plan Amendment study
involving Assessor Parcel Nos. 184-302-003/004, located at 2052-2072 Olympic Boulevard
in the Saranap area. The subject site is designated Single Family Residential – Medium
Density (SM) under the Land Use Element Map to the Contra Costa County General Plan,
2005-2020, it is zoned under the R-10: Single Family Residential District, and it is located
entirely within the Urban Limit Line. Mr. Wood is

BACKGROUND: (CONT'D)
seeking authorization to consider re-designating approximately 1-acre in the middle 2000
block of Olympic Boulevard to Multiple Family Residential – Low Density (ML) in
support of a proposed 8-lot residential subdivision. See Exhibit “A” for a copy of letter
from Mr. William Wood, Architect, requesting the General Plan Amendment study
authorization on behalf of the two property owners for the subject site.
The site location, comprised of Assessor Parcel Nos. 184-302-003/004, the subject of the
General Plan Amendment study authorization request, is depicted in the maps and aerial
photo, respectively, attached as Exhibits “B” and “C” to this report.
Staff recommends the Board decline authorization of the General Plan Amendment study
as requested by Mr. Wood, on behalf of the property owners at 2052-2072 Olympic
Boulevard. The Department does not believe it is appropriate at this time to consider a
change in land use designation along this segment of Olympic Boulevard. It is noted that
the proposal involves four parcels in the middle of the 2000 block of Olympic Boulevard
to increase their residential density well above the current Single Family Residential
–Medium Density, making a an abrupt change in the land use pattern in the middle of the
block and potentially altering the fabric of a predominantly single family residential
neighborhood.
