APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to submit a request to the State to revise the In Home Supportive Services (IHSS) Public
Authority budget for Contra Costa County due to an increase in IHSS provider health plan
costs and decreases in pension and payroll contract costs. These line item adjustments do
not affect the total budget amount or State rate but are necessary for claiming purposes.
FISCAL IMPACT:
The Total IHSS Public Authority annual budget is $122,040,118; 17.5% County, 82.5%
Federal and State allowing for capped State expenditures for salaries and benefits.
BACKGROUND:
The Board of Supervisors enacted Ordinance Number 98-14 on March 17, 1998,
establishing the Contra Costa County In-Home Supportive Services Public Authority
(“Public Authority”) as an independent public agency pursuant to California Welfare and
Institutions Code section 12301.6. While the Public Authority is an independent public
agency providing services
