APPROVE and AUTHORIZE the Purchasing Agent, or designee, to issue a purchase order,
on behalf of the Sheriff-Coroner, to ProTech Monitoring, Inc., in an amount not to exceed
$1,125,000 for the lease of electronic home detention equipment for the period June 1, 2010
through May 30, 2013.
FISCAL IMPACT:
$1,125,000; 100% Custody Alternative Bureau Participant Fees. No Net County Costs.
Electronic Home Detention (EHD) Program participation fees collected from participants
will fund the lease of equipment.
BACKGROUND:
In December 2009, the Office of the Sheriff-Coroner began field testing equipment from
ProTech Monitoring, Inc., in an effort to obtain the latest technology, support, and off-site
monitoring for the electronic home detention (EHD) program. If authorized, the Purchasing
Agent will execute a purchase order with ProTech as it holds a State of California, Master
Price Agreement that is open to other agencies, and offers a discounted rate structure. The

BACKGROUND: (CONT'D)
seeks to convert all EHD particpants from the current vendor to ProTech. The equipment
costs and service will be substantially less expensive than under current agreement and will
be with a vendor that is present throughout the State and in neighboring jurisdictions.
EHD programs provide 24-hour continuous monitoring of offenders while avoiding the
costs of incarceration in County operated facilities.
CONSEQUENCE OF NEGATIVE ACTION:
Participation fees for the EHD Program collected from inmates will fund this purchase, at
no cost to the County. If the recommendation is not approved, the Office of the
Sheriff-Coroner would be forced to keep inmates in physical custody at substantial County
expense without the Electronic Home Detention Program.
