Approve and authorize the Health Services Director, or his designee, to execute, on behalf
of the County, Standard (Amendment) Agreement #28-300-3 (07-65029, A01) with the
California Department of Health Care Services, effective June 29, 2010, to amend the
amount payable to County by $7,000,000 from $10,500,000 to a new total payment amount
not to exceed $17,500,000, for the Medi-Cal Administrative Activities (MAA) Program, and
to extend the term of the agreement from June 30, 2010 through June 30, 2012.
FISCAL IMPACT:
This amendment will result in an increase of $7,000,000 from the California Department of
Health Care Services to fund the Medi-Cal Administrative Activities (MAA) Program. No
County match is required.
BACKGROUND:
The California Department of Health Services is responsible for administering the
California Medi-Cal Administrative Activities Program which is authorized by Title 42,
United States Code Section 1396 and Welfare and Institutions Code Division 9, Part 3,

BACKGROUND: (CONT'D)
with Section 14000) and Chapter 8 (commencing with Section 14200). The Federal Social
Security Act mandates cooperative arrangements between the single state agency and
participating local government agencies (LGA’s) responsible for providing health related
administrative activities. The goal of this agreement is to ensure that Contra Costa County
Medi-Cal potentially eligible individuals and their families are appropriately informed of
the Medi-Cal Program, how to access it and assisted in accessing the Medi-Cal Program.
Approval of this Amendment Agreement #28-300-3 will allow continuous funding to the
County Health Services Department for the Medi-Cal Administrative Activities Program.
The County continues to agree to indemnify and hold the grantor harmless for claims arising
out of the county’s performance under the agreement through June 30, 2012.
