FISCAL IMPACT: $65,000: 100% National Family Justice Center funding. No County Match required. BACKGROUND: The California Family Justice Initiative (CFJI) has supported the creation or expansion of six multi-agency, co-located service delivery models. West Contra Costa (WCC) was selected as a laboratory site in August 2009 and became eligible to receive technical assistance and training. The development of the WCC Family Justice Center (WCCFJC) is being coordinated by the Zero Tolerance for Domestic Violence Initiative, STAND! Against Domestic Violence, Community Violence Solutions, and the Richmond Police Department. Over the past year, the National Family Justice Center Alliance (NFJCA) and the Regional Training Centers (Alameda County, Anaheim, and San Diego Family Justice Centers) have worked closely with WCC through a learning collaborative model in providing technical assistance, strategic planning services, ongoing consultation, information on promising and best practices in co-located service models, forums for in-person meeting, audio conferences, and webinars for the benefit of each of the five member learning exchange teams from each participating site. Each community has been responsible for identifying the primary funding and community support for creating of their programs. The California Family Justice Initiative (CFJI) also has a grant award component for the potential benefit of each site selected and participating in the CFJI. The funds for this grant program have been provided by Blue Shield of California Foundation and will be awarded by the NFJCA based on compliance by each site with the grant criteria and the successful completion of this application process. The purpose of these grants is to develop and document emerging models for co-located service delivery. Through this work, each participating community is eligible for a $65,000 one-year grant to implement their strategic plan development during the first year of the initiative. WCC is seeking funding to support a consultant to act as a project manager to oversee coordination and implementation objectives, including: 1) formalizing on site and off site partnership commitments (create a prototype memorandum of understanding (MOU) and process for completing/negotiating MOUs with all partners); 2) finalize high quality linkages/case management navigation system for the center; 3) assist in developing risk assessment/safety plan processes for all services delivered at the center; 4) assist in support of strong victims voices committee and ongoing mechanisms to ensure operations reflect victim experiences and needs; 5) implement ongoing domestic violence and advocacy training; 6) finalize operations manual (inclusive of safety and security, intake and information system(s), volunteer program); 7) securing a permanent location (overseeing feasibility study underway, client centered site layout and move in; 8) ensuring sustainability by assisting in relationship building with funders and creation of a development plan; and 9) creating a multi-dimensional monitoring and evaluation process to improve client services according to victim's needs.
