ADOPT Resolution No. 2010/239 authorizing the Sheriff-Coroner, or designee, to apply for
and accept the State of California, 2010 State Homeland Security Program (SHSP) grant in
an amount not to exceed $2,203,476 to prepare for and respond to critical incidents
including natural and man-made disasters, for the period September 13, 2010 through April
30, 2013.
FISCAL IMPACT:
$2,203,476; 100% Federal. The State Homeland Security Program grant is a State
pass-through of Federal funding. (CFDA #97.067)
BACKGROUND:
The State Homeland Security Program (SHSP) supports the implementation of State
Homeland Security strategies to address the identified planning, organization, equipment,
training, and exercise needs for acts of terrorism and other catastrophic events. In addition,
the SHSP supports the implementation of the National Preparedness Guidelines, the
National Incident Management System (NIMS), and the National Response Framework
(NRF).

BACKGROUND: (CONT'D)
Activities implemented under SHSP must support terrorism preparedness by building or
enhancing capabilities that relate to the prevention of, protection from, or response to, and
recovery from terrorism. Many capabilities which support terrorism preparedness
simultaneously support preparedness for other hazards. Based upon ongoing intelligence
analysis, extensive security reviews, and Congressional direction, the U.S. Department of
Homeland Security focuses the bulk of its available grant dollars on a risk-based
investment using a model consisting of three principal variables: threat - the likelihood of
an attack occurring; vulnerability - the relative exposure to an attack; and consequence -
the expected impact of an attack. The total Homeland Security Grant Program allocation
provided to the County by the federal Department of Homeland Security and sub-granted
through the State of California is $2,203,476.
The attached Resolution is to comply with specific State of California requirements for
Governing Body authorization.
