1. APPROVE a Station Retail Permit with the San Francisco Bay Area Rapid Transit
District (BART) for a five year term beginning January 1, 2010, and ending December 31,
2014, for the County to operate and service a Library Book Dispensing Machine at the
Pittsburg/Bay Point BART station located at 1700 West Leland Road, Pittsburg, for a
yearly fee of $1,020, increased by 3% annually, under the terms and conditions more
particularly set forth in the Station Retail Permit, as requested by the Library.
2. AUTHORIZE the Director of General Services, or designee, to EXECUTE the Station
Retail Permit, and EXERCISE any additional options to extend the term of the Station
Retail Permit.
3. DETERMINE that the project is a General Rule of Applicability (Section 15061 (b) (3))
exemption under the California Environmental Quality Act (CEQA). (CP#10-07)
4. DIRECT the Department of Conservation and Development Director, or designee, to file
a Notice of Exemption with the County Clerk, and DIRECT the Director of General
Services, or designee, to arrange for the payment of the handling fees to the Department of

FISCAL IMPACT:
Approval of the Station Retail Permit will obligate the County to pay fees of approximately
$5,415 over the five-year term of the Permit. The fees will be paid with budget Library
funds.
BACKGROUND:
Library Book Dispensing Machines are free-standing machines that allow customers to
borrow and return library books and media using a library card. The County installed a
Book Dispensing Machine at the Pittsburg/Bay Point BART station in April 2008. This
action provides for the continued operation of a Library Book Dispensing Machine at the
Pittsburg/Bay Point BART Station.
CONSEQUENCE OF NEGATIVE ACTION:
The Library Book Dispensing Machine will be removed from the Pittsburg/Bay Point
BART station.
