ACCEPT the Employment and Human Services Department, Community Services Bureau's
"Corrective Action Plan to the 2009 Federal Triennial Head Start Review " and
AUTHORIZE submission of this report to U.S. Department of Health and Human Services,
Administration for Children and Families, as recommended by Employment & Human
Services Director.
FISCAL IMPACT:

BACKGROUND:
The Triennial Federal Head Start Review of Contra Costa County's Head Start programs
took place October 26 - 30, 2009. One deficiency and five areas of non-compliance were
identified.
The Employment and Human Services Department, Community Services Bureau prepared a
corrective action plan.

The Community Services Bureau has implemented

this plan and all deficiencies have been corrected.
The Employment and Human Services Department recommends the Board of
Supervisors accept the corrective action plan and authorize submission of this plan to the
U.S. Department of Health and Human Services, Administration for Children and
Families.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department’s
Head Start program supports three of Contra Costa County’s community outcomes -
Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that
are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and
Nurturing.” These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, and health services to low-income
children throughout Contra Costa County.
