HomeMy WebLinkAboutMINUTES - 04272010 - C.43RECOMMENDATION(S): APPROVE and AUTHORIZE the Deputy Director - Redevelopment to execute a contract amendment with Goldfarb and Lipman, LLP, increasing the payment limit by $50,000 to a new payment limit not to exceed $165,000 for continuing legal services related to HOME, CDBG, HOPWA and NSP programs, and correcting the Scope of Services of the Contract Extension Agreement dated June 30, 2009, and to extend the term of the contract to June 30, 2011. FISCAL IMPACT: No General Fund impact. Contract is billed on a time and materials basis. Funds are from federal grant programs and have been budgeted to cover the costs through the specified time period. Twa, County Administrator and Clerk of the Board of Supervisors By: KATHERINE SINCLAIR, Deputy cc: C.43 To:Board of Supervisors From:Catherine Kutsuris, Conservation & Development Director Date:April 27, 2010 Contra Costa County Subject:Legal Services for Housing/Economic Development Programs BACKGROUND: The legal firm of Goldfarb and Lipman has been retained as Department of Conservation and Development special counsel for the Community Development Block Grant (CDBG), HOME Investment Partnerships Act (HOME), Housing Opportunities for Persons with HIV/AIDs (HOPWA), and Neighborhood Stabilization Program (NSP) programs and has been providing these services via a consultant contract for several years. Through the above listed programs, the County provides loans and grants to developers and owners of affordable housing. Continuing legal services are required to draft legal documents related to these affordable housing loans and grants. There was an error in the Scope of Services of the Contract Extension Agreement dated June 30, 2009. That error is being corrected and additional funds are being added to the contract to cover on-going legal needs.
