APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with In-Home Supportive Services (IHSS) Public
Authority to increase the interagency agreement by $228,570 to an amount not to exceed
$2,186,197, for anti-fraud activities and provider enrollment activities as required by the
California Department of Social Services with no change in the contract term of July 1,
2009 through June 30, 2010.
FISCAL IMPACT:
$2,186,197: Contract Increase of $228,570 ($135,000 anti-fraud activities, $93,570 required
provider enrollment activities), 100% State, No County match
BACKGROUND:
In an effort to implement measures to reduce and prevent fraud in In-Home Supportive
Services (IHSS) Public Authority, the California Department of Social Services (CDSS) has
made funding available to counties to address activities such as fraud investigation and
prosecution.

(PA) and the Employment and Human Services Department
BACKGROUND: (CONT'D)
In Contra Costa County the Public Authority (PA) will receive $135,000 from CDSS for
anti-fraud activities to be performed by Registry Specialists, including but not limited to the
referral of providers to Live Scan and conducting anti-fraud orientations.
CDSS has also made available funding in the amount of $93,570 to the PA for the
implementation of new provider enrollment requirements as set forth by the California
Department of Social Services, including conducting mandated provider orientations and
assisting providers in fully and correctly completing the required forms.
