APPROVE and AUTHORIZE the Director of Airports, or designee, to EXECUTE, on
behalf of the County, a thirteenth lease amendment between the County, as lessor, and F.M.
Aviation, Inc., dba Sterling Aviation, as tenant. Pacheco Area (District IV).
FISCAL IMPACT:
There is no negative impact on the General Fund. The Airport Enterprise Fund will receive
lease and other revenues and the County General Fund will receive property, sales and
possessory interest tax revenues from this development. The Airport Enterprise Fund will
receive $2,800 per month through March 2011 and increasing to $3,200 per month through
December 2011 in Ground Rent due to this amendment.
BACKGROUND:
This lease dates back to December 19, 1961, to provide a full-service fixed base operation
on approximately 3.4 acres at Buchanan Field Airport. In the intervening years this lease has
been amended twelve times and assigned seven times. The most recent assignment was on
November 1, 2002, to F.M. Aviation, Inc., dba Sterling Aviation.

BACKGROUND: (CONT'D)
Sterling Aviation’s lease expires in 2011 and they approached Airport staff to begin the
lease extension process and to discuss a complete redevelopment of the existing site,
including about 2 additional acres to the immediate north.
Airport staff conducted a competitive solicitation for the use of the 2 acre site and no
other parties expressed interest. On February 26, 2008, the Board authorized adding the
northerly 2 acres to their lease. The lease extension and redevelopment of their site was
subsequently deferred until the Buchanan Field Master Plan process was completed.
Sterling Aviation has resumed discussions to extend their lease and redevelop their site.
Due to a downturn in the economy, they plan to phase in their new project to both prevent
a disruption in services provided and to best ensure that the project is financially feasible.
This lease amendment will allow Sterling Aviation to operate more cost effectively in the
interim and provide a continuation of general aviation and aviation-related services. All
services provided are consistent with the Airport Master Plan for Buchanan Field Airport.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the lease amendment will negatively impact general aviation aircraft
facilities, services, the Airport Enterprise Fund and County General Fund.
