APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with Condor Country Consulting, effective May 1, 2010, in an amount not to exceed
$1,050,000 to provide environmental construction monitoring services for the Vasco Road
Safety Improvements Project, Brentwood and Byron area.
FISCAL IMPACT:
There is no impact to the County General Fund. This project is funded by the American
Recovery and Reinvestment Act Funds (ARRA Funds).
BACKGROUND:
The Vasco Road Safety Improvement Project (Project) is being implemented by the Contra
Costa County Public Works Department (Dept.) as a result of many serious, often fatal,
vehicle collisions along Vasco Road, in East Contra Costa County. The project has
substantial community backing, as well as strong support from Supervisor Piepho’s office.
The Dept. had previously entered into a separate contract with Condor Country Consulting
(Condor) to provide Wildlife/Biological (including a one-year

BACKGROUND: (CONT'D)
wildlife movement study) and Archaeological/Cultural-Historical assessments and
studies for the Project. The Project received Federal funding (Federal Stimulus Package),
which required these special environmental assessments and studies, as required by the
National Environmental Policy Act (NEPA) Guidelines.
The Project is ready to be constructed, and environmental construction monitoring will
be necessary for the duration of the Project. Due to Condor’s heavy involvement with the
required special studies, the Dept. has determined that Condor is best qualified to conduct
environmental construction monitoring and reporting during the construction of the
Project.
Condor is certified as a Small Business Enterprise (SBE), Woman Business Enterprise
(WBE), and Disadvantaged Business Enterprise (DBE), and qualifies as Underutilized
Disadvantaged Business Enterprise (UDBE). The Department has determined that
Condor is qualified to conduct the necessary work for environmental compliance for the
Project.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental assessments will not be completed in a timely
manner and the necessary California Environmental Quality Act (CEQA), National
Environmental Policy Act (NEPA), and East Contra Costa County Habitat Conservation
Plan (HCP) clearances will not be obtained, which may delay the design and construction
of the Project and jeopardize funding.
