FISCAL IMPACT: All GHADs are funded 100% through assessments levied on properties within each GHAD. Therefore, there is no impact on the County General Fund. BACKGROUND: The proposed budget for the 2010/2011 fiscal year for the GHAD is attached to the resolution along with an updated payment limit for the 2010/2011 fiscal year as required by the consultant contract for the GHAD manager. Also attached for the Board’s reference is an annual status report. (referred to as the Tradewinds GHAD). The Board at that time appointed itself as the Board of Directors of the Tradewinds GHAD. William B. Wigginton of GEOLEX Inc. is under contract as the Manager/Geologist for the Tradewinds GHAD. The Tradewinds GHAD is located in the Bay Point area of Contra Costa County and is 39 acres in size. This is a 46 lot single-family detached subdivision with two parcels, A and B of open space. The annual assessment of each single family detached unit is $209.60 for a total of $9,642 for the 2009/2010 fiscal year. The Engineers Report reflects a built-in automatic CPI adjustment and the assessment is to continue in perpetuity. The current Cash Balance as of March 31,2010 is $6,077. According to the original budget, normal maintenance including v-ditch cleaning is set at an annual expenditure of $ 2,000. The actual cost is higher with costing on the order of $3,650 for cleaning and edge grooming close to 4,500 feet of v-ditch. Del Conte Landscaping of Fremont was awarded a one year contract for maintenance services of not to exceed $4,000. The 17 lot subdivision known as Sea Breeze II in the Bay Point area was annexed in 2008 into the California Tradewinds GHAD; however, although the site is graded, no Final Map has been filed and, therefore, no assessment or income to the GHAD is possible. Site visits, reconnaissance and inspection were carried out at Tradewinds with a post winter inspection done on March 24, 2010. The ditches surrounding the single-family lots appear to be clear. No special projects are deemed necessary at this time.
