FISCAL IMPACT: All GHADs are funded 100% through assessments levied on properties within each GHAD. Therefore, there is no impact on the County General Fund. BACKGROUND: The proposed budget for the 2010/2011 fiscal year for the GHAD is attached to the resolution along with an updated payment limit for the 2010/2011 fiscal year as required by the consultant contract for the GHAD manager. ATTESTED: April 27, 2010 , County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: SD. 6 To:Hillcrest Heights GHAD Board of Directors From:GHAD Attorney and GHAD Manager Date:April 27, 2010 Contra Costa County Subject:ADOPT Hillcrest Heights GHAD Resolution No. 2010/02, adopting the Fiscal Year 2010/2011 budget On July 23, 1996 the Contra Costa County Board of Supervisors adopted Resolution 96/239 approving the formation of the Hillcrest Heights Geologic Hazard Abatement District (Hillcrest Heights GHAD). The Board at that time appointed itself as the Board of Directors of the Hillcrest Heights GHAD. Resolution 97/178 adopted on April 1, 1997 by the Board of Supervisors, acting as the Hillcrest Heights Board, confirmed the assessments for the district and ordered the collection of the amounts called for in the Assessment Report. The initial fiscal year for the District was established as 1997-1998. The writer, William B. Wigginton of GEOLEX Inc., was originally contracted by the Contra Costa County Public Works effective July 1, 1997 to assume the role as District Manager/Geologist for the Hillcrest Heights GHAD. William B. Wigginton continues to serve in that capacity as well as Clerk of the District at the direction of the GHAD Board. The Hillcrest Heights GHAD is located in the El Sobrante area of Contra Costa County and is 17.5 acres in size. This is currently a 65 lot single-family subdivision with three open space parcels, the largest of which (Parcel B) consists of 2.65 acres. The build out is complete. A 15 lot subdivision which is also built out in El Sobrante known as Spanish Trails (7.12 acres) was annexed in 2008 to the Hillcrest Heights GHAD and on February 25, 2009 the Notice of Assessment was recorded. The 15 lots were assessed for the Fiscal Year 2009/2010 with some 8 lots sold. The maintenance transfer to GHAD for the activities as per the Plan of Control occurred on 5 February 2010. The District Manager/Geologist in 2010 made the post winter site visit on March 24th 2010. BACKGROUND: (CONT'D) BUDGET The annual assessment for 2009/2010 for 80 single-family detached lots totaled $103,909.60. A CPI adjustment was permitted and applied. The District has accumulated a Reserve. Currently monies available are on the order of $478,000. A two year contract for v-ditch cleaning and miscellaneous cleanup services had been awarded to Del Conte Landscaping of Fremont in the amount of not to exceed $12,000 through September 30, 2009. The District has operated by amendment/extension of this contract for on-call services based on the hourly rates within this contract. Upon approval of the budget the District will advertise for bidding for the maintenance work at Hillcrest Heights and Spanish Trails for FY 2010/2011. For geotechnical engineering support services the District has used Alan Kropp and Associates for Hillcrest Heights GHAD. Kropp is the Project Geotechnical Engineer and has the most records and experience for the Hillcrest Heights project. Kropp and Associates performance on previous on-call work for the District has been excellent. Kropp and Associates are under contract to the District until June 30, 2011. Instrumentation and Monitoring The District monitors three inclinometers and four piezometers located within the private streets of the Hillcrest Heights project. One additional piezometer (P1) located near southern property line above lots 32/33) is left over from construction and is still being read by Kropp and Associates. The last readings were on June 26, 2009 and January 6, 2010. Based on groundwater levels measured the subdivision subdrain system appears to be functioning properly and maintaining the groundwater surface depressed as designed. Future installation of monitoring devices in Spanish Trails is under study by the District. Annual Repair, Maintenance, and Improvement Program An EVA (Emergency Access Road) in the Hillcrest Heights project is gated at both ends and serves as a drainage terrace in the Parcel B open space. It is the District’s responsibility to maintain the emergency access. The surface on the steeper section is concrete and the majority of roadway has asphalt paving. The detention pond in Hillcrest Heights is operational. The District uses Del Conte to clean up the pond and replace the sandbags. A gate and rail fences are installed adjacent to the pond. In 2010 EBMUD has replaced a main waterline under Hillcrest Road along the western margin of Hillcrest Heights. The District verified that the waterline crossed above the storm drain outfall of the detention basin. This year the District did flush to clean this outfall. Also the District videoed a storm drain along the margin of Spanish Trails behind Lots 11 through 15 and found it intact and open. Special Projects The District continues to monitor driveway separations at Hillcrest Heights as a indicator of creep of the hillside. This began in 2008 at six locations and has been checked annually. No significant increase in the gaps have been noted over this time period. It has come to the attention of the District Manager that a County Ordinance has been developed that sewer outlets from foreclosed homes must be checked. A sewer repair excavation was recently underway in the private street Bridgeway Circle without any County inspection. Some method of notification by the County to the HOA and/or GHAD is needed if the County chooses not to be involved in the implementation of its Ordinance. Colina Canyon Possible Annexation The El Sobrante site of the Colina Canyon , a proposed 32-unit subdivision, with open space has been rough graded. Documents were prepared by ENGEO Incorporated which relate to the possible annexation of this subdivision into the Hillcrest Heights GHAD. Since there is no projected income from this project within Fiscal Year 2010/2011 the budget given in Exhibit A reflects only the income and expenses for the current 80 lot Hillcrest Heights GHAD.
