Adopted this Order on February 26, 1985 , by the following vote:

NOES: None
ABSENT: Supervisor Schroder
ABSTAIN: None
SUBJECT: Report on Fire District Response Capabilities
Supervisor S. W. McPeak brought to the attention of the
Board a report dated February 14, 1985, from William Maxfield , Fire
Chief of the Contra Costa County Fire Protection District , regarding
staffing levels and Fire District coverage during the Palm Lake
Apartment Fire . He commented on the number of fire personnel and
equipment at the scene of the fire and the backup coverage provided
by other fire companies and fire districts .
Chief Maxfield advised that overall fire district coverage
should be improved upon by implementing the recent Fire Protection
Technical Advisory Committee recommendations in the County General
Plan Fire Safety Element , particularly those that involve relocation
of some existing stations as well as building new stations where
coverage is poor . This would also require an increase in the level
of staff . He also noted that a higher level of sophistication in
built-in fire protection systems and other features requires
greater Bureau staff time from the original concept stages through
plan checking and construction inspections , to testing and main-
tenance inspections . Additionally, inspections , surveys and other
activities mandated by State law are ever on the increase . In
responding to these demands , other Fire Prevention Bureau activities
have had to be dropped or reduced drastically.
On recommendation of Supervisor McPeak, IT IS BY THE BOARD
ORDERED that the report of Chief Maxfield is REFERRED to the
Finance Committee (Supervisors McPeak and Schroder) .
