SUBJECT: Appeal of Schell & Martin, Inc. (applicants) and John
and Arlene Russell (owners) MS 65-84, Walnut Creek area
This being the time for hearing the appeal of Schell &
Martin, Inc. (applicants) and John and Arlene Russell (owners)
from the Board of Appeals denial of their appeal of the conditions
of approval of application for for MS 65-84 located at the northeast
corner or Boulevard Way and Richard. Lane, in the Walnut Creek area;
and
Harvey Bragdon, Assistant Director of Community
Development described the property site and noted that the appeal
pertains to certain conditions related to the setback plan for the
future widening of Boulevard Way. He advised that a Negative
Declaration of Environmental Significance was posted for this propo-
sal.
The Chairwoman opened the hearing and the followng persons
appeared:
John Russell , 91 Bacon Court, Walnut Creek 94596 , who
addressed his reasons for appealing the conditions of approval and
urged the Board to rule in his favor.

Supervisor Schroder recommended closing the public hearing
and deferring decision, stating that he needed to have an opportunity
for further review of several aspects relating to the widening of
Boulevard Way.
IT IS BY THE BOARD ORDERED that the hearing is closed and
decision is DEFERRED to March 5 , 1985 on the determination agenda.

SUBJECT: Transportation Planning Workshop
The Chair having convened the Transportation Planning Workshop, J. Michael Walford, Public
Works Director, spoke on the need for a Transportation System Management (TSM)for Contra Costa
County and the land use aspect of TSM. He identified five projects for funding under the Federal
Hazard Elimination and Safety Program and of the need to apply for those funds.
The Board also heard presentations from Anthony Dehaesus, Planning Director, Sharma O'Hare,
the Commute Alternative Manager of the Metropolitan Transportation Commission, and Gail Gilpin,
the TSM Coordinator from the City of Pleasanton.
All persons desiring to speak were heard. The Board discussed the issues presented and were in
agreement to take the following actions:
1. APPROVED the five projects for funding (identified by the Public Works Director) under
the Federal Hazard Elimination and Safety Program, and AUTHORIZED the Public Works
Director to submit an application to CALTRANS for 1985 funding consideration.
2. REQUESTED the Contra Costa Transportation Advisory Committee (CCTAC) to form a
committee to study the operation improvements of major county-wide arterials in the areas
of signal optimization, low cost operationl improvements and striping, with a report to the
Board by May 21, 1985.
3. REQUESTED the Public Works Director to identify projects and needs for transportation
planning effort and report to the Board on March 12, 1985.
4. REQUESTED THE Board's representatives on CCTAC to report in 60 days on long-term
needs in the County.
5. REQUESTED the Bay Area Council to recommend some direction on regional transit needs.
6. REQUESTED THE Public Works Director and the Director of Planning to draft a letter to
the Metropolitan Transportation Commission to specifically identify those transit districts in
Contra Costa County that would benefit from a coordinated approach for management of a
transportation system, and DIRECTED the County Administrator to coordinate that
information

Contra Costa County annually prepares and submits applications to Caltrans
selected projects for consideration for funding under the Federal Hazard Elimina-
tion and Safety Program. The projects, which require BOARD approval, are
considered for priority through an established Caltrans procedure involving need
based on improvement anticipated. Ten percent local match will be required for
funded projects.
The Public Works Director recommends that the following projects be APPROVED
and submitted for funding consideration:
1. San Pablo Dam Road - Restripe with thermoplastic to provide $ 96,000
two-way left turn lanes between E1 Portal and May Road -
El Sobrante
2. Lone Tree Way - Install traffic flasher at Empire Mine Road - $ 7,000
Antioch
3. Willow Pass Road - Restripe to provide two-way left turn lane $ 72,000
between Bailey Road and Loftus - West Pittsburg
4. Hilltop Drive - Install traffic flasher at La Paloma Road - $ 7,000
El Sobrante
5. Rheem Boulevard - Install traffic flasher at Glorietta $ 7,000
Boulevard - Orinda
TOTAL $189,000
Now, therefore, be it RESOLVED that the BOARD hereby APPROVES the projects
and AUTHORIZES the Public Works Director to submit them to Caltrans for 1985
funding consideration.

STATEMENT OF THE CONTRA COSTA COUNTY
BOARD OF SUPERVISORS
ON TRANSPORTATION PLANNING
The Contra Costa County Board of Supervisors recognizes that
there are significant transportation problems in the County which
will require both short-term and long-term actions to solve.
These problems can only be solved successfully through the
cooperative efforts of all affected local public jurisdictions.
The establishment of a Transportation Commission, as has
been proposed by the Contra Costa Transportation Advisory
Committee, is one possible vehicle for providing the coordinated
planning which is necessary to solve our transportation problems.
The formation of such a Commission should be explored.
We are committed to the formation of an organization which
will bring the County and the cities together cooperatively to
mutually agree on how our transportation problems should be
solved.
The form such an organization takes , however, requires a
high degree of consensus on the part of the County and the cities
in order to have any chance of being successful. Without the
agreement of the County, and at least a majority of the cities ,
representing a majority of the population in the cities in the
County, no such organization has a chance of being able to deal
effectively with our transportation problems .
As a result, the Board of Supervisors will only support the
formation of a transportation planning organization, or agency,
that has the support of the cities. Further, the Board of
Supervisors commits itself not to take further actions to form
such an organization or agency until the County and a majority of
the cities , representing a majority of the population in the
cities, reach a substantial consensus on what actions need to be
taken.

Finally, the Board of Supervisors indicates its intent to
work with the cities in the County in the spirit of cooperation
which is needed to reach such a consensus.
