APPROVE and AUTHORIZE the Librarian, or designee, to accept and execute an
agreement with the San Pablo Community Foundation for a grant in the amount of $5,000 to
provide artistic and cultural public library programs for youth and families in San Pablo
from September 2010 through June 2011.

BACKGROUND:
The library’s strategic plan identifies services for youth and a connection between the
library and the arts as community priorities. Parents who want to expose their children to
the arts see the library as a friendly, accessible, low-cost venue for arts-related activities.
Few students in San Pablo have access to arts education through the public schools. This
proposal will encourage San Pablo youth and families to celebrate the arts at the library
through a ten-month program focused on school partnerships and cultural events. Research
conducted and compiled by Americans for the Arts identifies

numerous benefits from involvement in the arts. Students participating in arts education
demonstrate improved math skills, decreased truancy, increased creative thinking, increased
self-confidence, and a greater use of complex language.
From September 2010 to June 2011, the library will offer a variety of arts and cultural
programs: arts enrichment assemblies at four San Pablo schools, monthly cultural
performances for families at the library, and enhanced library collections for children on
arts topics. The library will feature performers that represent the rich and dynamic cultural
heritage of San Pablo residents.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
This project will promote cultural awareness, artistic expression, and a deeper
understanding of the community’s cultural heritage, thereby supporting one of five
outcomes established in the Children’s Report Card: Communities that are Safe and Provide
a High Quality of Life for Children and Families.
