Authorize artist Eduardo Pineda and the Richmond High School Aqua Team to paint a
mural on the exterior front wall of the Friends of the Library building adjacent to the El
Sobrante Library at 4191 Appian Way on April 24 - 25, 2010.
Further authorize the Librarian to review and approve the mural design before the painting
of the mural commences.
FISCAL IMPACT:
The County Library would incur a cost, not to exceed $1,500, every five years to apply a
clear, graffiti-preventative coating to the mural. The County will also provide periodic
removal of any graffiti on the mural, if necessary. The County Library's experience with
external murals is that a mural will deter graffiti.
BACKGROUND:
The County Library and San Pablo Watershed Neighbors Education and Restoration Society
(SPAWNERS) agree that a mural will be of benefit to library patrons and the El Sobrante

BACKGROUND: (CONT'D)
community by attracting interest in the library, reducing or eliminating graffiti, and
providing public enjoyment. The SPAWNERS will oversee the project.
The painting of the mural will be part of the SPAWNERS Earth Day activities on April 24
and 25, 2010. The SPAWNERS are working with the Richmond High School Aqua Team to
create a mural that reflects the unique characteristics of the San Pablo Creek Watershed
while also highlighting the library and surrounding area. Teens from Richmond High
School have worked with artist Eduardo Pineda, Storytelling Walls, to create a design that
honors the creek and the library while also encouraging preservation of natural resources.
