HomeMy WebLinkAboutMINUTES - 04202010 - C.23RECOMMENDATION(S): Adopt Position Adjustment Resolution No. 20763, to reclassify a Public Health Program Specialist I (VBSD) position (#9090) and its incumbent from salary level ZB5 1602 ($5219.64 - $6344.50) to a Public Health Program Specialist II (VBND) position at salary level ZB5 1711 ($5814.49 - $7067.54) in Health Services Department. FISCAL IMPACT: Upon approval, the cost associated with this request is $12,619.07 and will be completely offset by the Healthcare Initiative Grant (HCI). BACKGROUND: Due to reorganization of Public Health programs and staff, and the increasing emphasis on pandemic flu outbreaks, this Public Health Program Specialist I position has evolved from overseeing one program to overseeing the three distinct Immunization related Programs (Immunization Program, Immunization Registry, and Immunization Coalition). The merging of the programs was operationally necessary in order to better ensure the seamless flow of information and services between all three programs for all vaccine related issues. Although the Department does employ several Public Health Program Specialist II's, it is not operationally viable to separate the immunization programs among the other PH Program Specialist II without risking a breakdown of vaccine/epidemic information, and the coordination of immunization services. To do so may, at worst, cause harm to the residents of our county and, at minimum, could result in the ineffective use of resources. Ms. Jenssen is currently responsible for the county-wide planning, administration, coordination, and implementation activities for all three programs. In order to ensure that all Contra Costa County residents are protected from vaccine-preventable disease, she provides training, consultation, and quality assurance audits to private and CCHS vaccine clinics; she maintains the data and integrity of the data in the Immunization Registry to ensure that it meets mandatory guidelines; and plans and develops community education and outreach utilizing various media. In addition, the position also acts as the County's Deputy Operations Section Chief during the flu (both seasonal and H1N1) season(s) and plays a critical role in planning and coordinating response to pandemic influenza and mass immunization clinics in the event of a disaster. One of the main distinguishing characteristics between the Public Health Program Specialist I and the Public Health Program Specialist II is that the latter is responsible for the administration of a larger and more complex county-wide program in the Department and/or may supervise multiple programs of significant scope and importance. Human Resources has reviewed and found that Ms. Jenssen's current duties and responsibilities are within the scope of the distinguishing characteristics of the Public Health Program Specialist II classification. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, the incumbent will be working outside the scope of her classification and will not be compensated accordingly. ATTACHMENTS P-300 #20763
