Adopt Resolution No. 20758, to reclassify a Public Health Nutritionist (V9WB) position
#10220 and its incumbent from salary level QT5 1430 ($4,402.29 - $5,351.01) to Senior
Public Health Nutritionist (V9TE) at salary level QT5 1526 ($4,841.27 - $5,884.60) in the
Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in a cost of $9,312.64 and will be completely funded
by the additional monies that have been permanently added to the State WIC Grant. There is
no net county cost associated with this request.
BACKGROUND:
In the past two years, the Women’s, Infant’s, and Children’s (WIC) program has grown
exponentially and currently has an operating budget of approximately $3 million. The four
WIC offices, located in East, West and Central county, are currently providing health -
nutrition education and services to over 22,000 clients per month.

BACKGROUND: (CONT'D)
regulatory requirements support the department's request to re-classify one Public Health
Nutritionist to Senior Public Nutritionist. One of the main distinguishing characteristics
between the Public Health Nutritionist and Senior Public Health Nutritionist is that the
former is primarily responsible for providing nutrition services directly to the clients.
When this position was first created, it was responsible for providing direct nutritional
counseling to the clients of the program, managing WIC programs was secondary.
Overtime the incumbent has had to spend more time implementing and evaluating
program services, and developing education workshops and materials to comply with
Federal and State regulations, as well as train the professional staff to be able to conduct
nutritional workshops for WIC clients.
Currently, there are four Sr. Public Health Nutiritionists assigned to the WIC Program,
each with specific responsibilties, such as grant writing, program evaluation and
reporting. Ms. Moghbel's primary responsibilities are interpretation and implementation
of county, state, and federal regulations and guidelines pertaining to the WIC program,
and providing lead direction and training to all public health nutrition professional and
support staff. She collects and analyses health data, federal and state regulations in order
to develop effective nutrition education workshops that will be provided to WIC clients,
and then trains the PH Nutritionists, Home Economists, interns and volunteers. She is the
county's liaison and primary person responsible for monitoring the WIC 's federally
funded electronic breast pump program, in addition to the Food for Children program.
She developed policy and procedures, and the database to track the loaning and use of
electric breast pumps for all (4) WIC offices, and has trained the professional and support
staff on the use of the database. She is also the WIC's liaison for the local colleges
nutritionist internship programs and provides overall administrative and operational
assistance to the WIC Director.
Human Resources has reviewed Ms. Moghbel's current duties and responsibilies and
found that although she continues to provide some direct nutrition services to the
high-risk WIC clients, her primary duties fall within the scope of the Senior Public
Health Nutritionist classification.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the incumbent of the Public Health Nutritionist will be
working outside of her classification and will not be compensated appropriately.
