Adopted this Order on February 26, 1985 , by the following vote:
AYES: Supervisors Powers , Schroder , McPeak, Torlakson and Fanden

ABSENT: None
ABSTAIN: None
SUBJECT: Proposed Amendment to the Housing Element of the County
General Plan
This being the time fixed for hearing on the recommen-
dations of the County Planning Commission, the San Ramon Valley Area
Planning Commission and the Orinda Area Planning Commission with
respect to the proposed amendment to the Housing Element of the
County General Plan which concurrently rescinds the existing housing
element and adopts a new housing element;
Mr . James Kennedy of the County Planning Department
reviewed the proposed plan in some detail .
Eileen Weinrek of the Bay Area Council appeared and advised
that the Bay Area Council is concerned with the jobs/housing balance
and urged the Board to continue to monitor the availability of appro-
priate mix of housing types and prices close to employment centers .
Mrs . Weinrek also complimented the Board for its progressive action
with respect to transportation planning .
The Chair declared the hearing closed . Supervisor
Torlakson commented that he desired stronger language concerning
infrastructure before final adoption of the amendment and suggested
referring it to the Planning, Transportation, Housing and
Development Committee .
Supervisor Powers suggested that the public hearing not be
closed completely, but rather , because of the infrastructure issues ,
allow written comments to be submitted for 30 days . He also suggested
working with the Bay Area Council and ABAG and other regional agen-
cies with respect to the relationship of housing, transportation and
employment centers .
IT IS BY THE BOARD ORDERED that the hearing on the draft
amendment to the Housing Element of the County General Plan is
closed for oral testimony, but that the record will be left open for
30 days to receive written testimony.
IT IS FURTHER ORDERED that the matter is REFERRED to the
Planning, Transportation, Housing and Development Committee and the
Director of Planning to review the language re infrastructure and
how information in the report was derived , and to address in more
detail the question of job/housing balance , and to hold a workshop
on the issue .
Supervisor Fanden suggested that the workshop might be
held in conjunction with the workshop she had earlier requested this
committee to hold with various regional agencies .
