ACCEPT report regarding recommendations for benefits changes for Contra Costa
County Fire Protection District unrepresented fire safety employees; and

ADOPT Resolution No. 2010/207 (Attached) regarding compensation and benefits for
Contra Costa County Fire Protection District unrepresented fire safety management
employees to reflect changes as recommended by the County Administrator.

FISCAL IMPACT:
The result of the recommendations herein, if implemented, will have positive future impact
on the Contra Costa County Fire Protection District's overall fiscal stability and ability to
deliver services.

Subject:Revised Contra Costa County Fire Management Resolution No. 2010/207
BACKGROUND:
Resolution No. 2010/207 replaces and supersedes Resolution No. 2009/342. Pursuant to
the direction of the Board of Supervisors on March 23, 2010, the following revisions
have been made to the Contra Costa Fire Management Resolution:
1. Subsections B, C, and D of Section 11. Deferred Compensation have been removed,
since those provisions are not applicable to employees who receive their health benefits
through CalPERS.
2. Section 23 has been modified to eliminate the auto allowance and instead provide the
Fire Chief with a district vehicle.
3. Section 25 has been added to make the Fire Chief eligible for reimbursement of Fire
Management educational expenses (tuition, fees, books, and the like), but not the Fire
Management Education Allowance Program set forth in Section 20.
4. Section 26 has been added to make the Fire Chief ineligible for the Fire Services
Emergency Recall and Standby Differential set forth in Section 21.
5. Section 27 has been added to make the Fire Chief ineligible for the Vacation Buy Back
program set forth in Section 14.
6. Section 28 has been added to reduce the maximum cumulative total of accrued
personal holiday time from 40 hours to 24 hours for the Fire Chief, only.
