ATTESTED: April 13, 2010 David J. Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: C. 99 To:Board of Supervisors From:David Twa, County Administrator Date:April 13, 2010 Contra Costa County Subject:Refer Requests from the Mental Health Commission Reqarding Advisory Groups to the Internal Operations Committee RECOMMENDATION(S): (CONT'D) Allowing County employees to participate on advisory boards in a non-voting capacity. FISCAL IMPACT: None BACKGROUND: On March 18, 2010 the Mental Health Commission submitted requests to the members of the Internal Operations Committee to review practices by the Health Services Department, Mental Health Commission surrounding the use of and receipt of input from two groups - the Child and Adolescent Task Force (CATF), a group of private citizens who advocate for children's mental health services, and the Colsolidated Planning Advisory Workgroup (CPAW), a workgroup required by the Mental Health Services Act (Proposition 63) to provide stakeholder input to the Mental Health Division. It should be noted, however, that the issues being referred to the Internal Operations Committee impact other departments, advisory bodies, work groups, and task forces than just the Health Services Department, Mental Health Division. The letters of request are attached to this Board Order. These letters raise the concerns of the Mental Health Commission regarding potential conflict of interest on the part of County staff and contract service providers who participate on advisory boards. In addition, the Mental Health Commission raises their concerns regarding the provision of input to the Mental Health Administration by private stakeholder/community groups on service provision issues.
