FISCAL IMPACT: None BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following. The attached report fulfills this requirement for the Contra Costa Centre Area Municipal Advisory Council. Pleasant Hill Chair:Jeffrey Peckham Staff person: Laura Case Reporting Period: 2009 Activities • The Transit Village activities were focused on ongoing monitoring, especially concerning Treat traffic concerns, as well as the preservation and build out of community spaces. • BART Station emergency generator landscaping – periodic monitoring • BART Station Modernization/Station Enhancements were reviewed and approved • BART crossover -- project monitoring • Iron Horse Trail Overcrossing project at Jones Road -- periodic monitoring • Shortcut Path East of the station to Bancroft -- periodic monitoring • CSAA Corporate Headquarters -- project build periodic monitoring • Reviewed and made recommendations on active land use applications in the Contra Costa Centre area • The public art installation for the North entrance of Contra Costa Centre – design recommendation and project monitoring • We also retained a close focus on landscaping elements for all projects. Accomplishments • BART Station emergency generator landscaping, review and completion. (Very nicely done; completed design and implementation.) • BART garage parking space counter system was completed. • Transit Village signage, newspaper stands, - design review. There remain concerns about signage to be installed adjacent to, but integrated with, the Transit Village. • The new CSAA building complex was completed and 900+ staff relocated to the new buildings. The associated new public art reviewed and recommended last year was installed on the northern portion of the property at the North entry to Contra Costa Centre. • The outdoor parking area associated with Pacific Plaza, 1340 Treat Blvd., which was reviewed and approved by the MAC in 2008, was completed. • Some earthquake improvements to the BART parking lot were completed in 2009. Seismic improvements associated with the Station platform and the elevated trackway are to start their retrofit work in 2010. • Iron Horse Trail Overcrossing began construction, and will be completed in 2010. • BART crossover project began construction, and will be completed in 2010. • Several minor projects were also reviewed with recommendations on each as needed that lie within the BART MAC area scope. Attendance/Representation Attendance to our meetings was good for the MAC members this year. There was no turnover in MAC membership. Public attendance has been almost nonexistent, which is somewhat to be expected given the projects are mostly infill, or completion, not design, status. Also, the shortcut path project, which generated a lot of community comment, has been put on hold due to maintenance funding issues. There will probably be more public interest in 2010 as several projects complete and landscaping is finalized. Training/Certification Members have all been through the Brown Act training. Budget training / certification was not needed, as we again had no budget to manage. Proposed Work Plan/Objectives for Next Year 1. Along with the County Supervisors, we will need to decide whether to continue the MAC activities into 2011, as our initial term of service ends at the end of 2010. However, the Transit Village build out will continue for at least several more years, as well as the promised upgrades of the BART station itself, and the long-promised landscaping of the Iron Horse Trail to Mayhew Road. 2. We will address landscaping elements for the Iron Horse Trail Overcrossing, the BART crossover project where 200 trees were taken out, and formally begin work to go through the design of landscaping for the Iron Horse Trail from the end of Walden Green to Mayhew. This item is very important to the Walden community and remains part of fulfilling the vision of the Contra Costa Centre Area Specific Plan, and as compensation for the loss of other public space needed for the Village. 3. Of course, we will continue to monitor the Transit Village development underway. The elements under construction are slated to complete in 2010 starting in April. Leasing activities begin in APRIL, 2010. The MAC remains vigilant over the creation of promised public space in the village itself, which continues to remain partly unresolved in its implementation details at this writing. 4. We will also monitor PH BART station improvements, both earthquake and modernization/Station Enhancement. 5. The BART crossover project Southwest of the station will be completed. 6. The Iron Horse Trail Overcrossing project will be completed. 7. Although we will monitor the Shortcut Path and Las Juntas housing initiatives, we may not see any real progress due to the current economic situation.
