APPROVE Brighter Beginnings’ request to re-direct $25,000 in FY 2009/10 Community Development Block Grant (CDBG) funds from replacing the roof of their building located at 2727 MacDonald Ave., Richmond, to making a number of accessibility improvements to the building. 2. APPROVE the Substantial Amendment to the Contra Costa County FY 2009/10 CDBG Action Plan and AUTHORIZE the Deputy Director, Redevelopment to submit to the U.S. Department of Housing and Urban Development (HUD). FISCAL IMPACT: No General Fund impact. All funds are provided to the County on a formula basis through the U.S. Department of Housing and Urban Development (HUD). The Richmond Family Support Center provides services and activities that benefit low-income families in West County by linking residents to health care, social supports and on-site services such as life skills and increasing healthy behaviors. Programs include Black Infant Health, Teen Parent Support, Promoting Advances in Paternal Accountability and Success, (PAPAS) and Brothers HIV Prevention project. Thirty-six percent (36%) of clients served at the Center are Urban County residents. On April 28, 2009, the Board of Supervisors approved the County’s FY 2009/10 Action Plan for the use of CDBG funds. Brighter Beginnings was allocated $25,000, under the Infrastructure/Public Facility category, to replace the roof of the Family Support Center (Center). In addition, Brighter Beginnings received CDBG funds from the City of Richmond to make a number of accessibility improvements to the Center. Brighter Beginnings has requested and staff recommends redirecting the County’s CDBG funds to make upgrades to the building so it is compliant with the Americans with Disabilities Act (“ADA”). The roof replacement part of the project will be done later in this year using Richmond’s CDBG funds. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT:
