HomeMy WebLinkAboutMINUTES - 04132010 - C.88RECOMMENDATION(S): Accept the Contra Costa Health Plan, Managed Care Commission’s (MCC) 2009 Annual Report. FISCAL IMPACT: None. BACKGROUND: The Managed Care Commission, advisory board to the Contra Costa Health Plan (CCHP), is a 15-member Board-appointed body. The Commission members approved the 2009 Annual Report at their March 17, 2010, meeting and recommend that it be sent to the Board of Supervisors for acceptance. On June 18, 2002, the Contra Costa County Board of Supervisors adopted Resolution no. 2002/377, requiring that each regular and ongoing board, commission and/or committee annually report to the Board of Supervisors on activities, accomplishments, membership attendance, required training and certification programs and proposed work plan/objectives for the following year. Managed Care Commission - Activities and Accomplishments for 2009 ♦ Revised and approved MCC By-laws. ♦ The 2009 Annual Quality Management Program Description was introduced and accepted. The program description combined the 2009 Work Plan and 2009 Annual Report. New measures were defined. ♦ Monitored status of key CCHP units throughout the year with standing reports from Quality Assurance, Customer Relations and Resource Management including Pharmacy, Authorizations/ Utilization Management, Case Management, Marketing and Member Services and the Advice Nurse units. ♦ Updated on enrollment numbers for all the health plan products at each meeting. ♦ Continued to be advised of the progress of the Health Care Coverage Initiative, the program that provides services to many of the County’s uninsured. ♦ Brown Act revisions sent by County Counsel were discussed and understood. ♦ Reviewed HEDIS measures and results. ♦ Discussed the implications of the Federal Stimulus Package for CCHP and the County. ♦ Read and received the Consumer Assessment of Health Plans and Systems (CAHPS). The assessment measures satisfaction. ♦ Introduced to the topic of managing a work force that encompasses multiple generations and the challenges that presents, especially during a time of change. The MCC took part in one exercise based on the series of tools that were used during the CCHP Leadership Training in the spring of 2009. ♦ Reappointed the five Commissioners whose terms were expiring in August. CCHP is grateful that all Commissioners wished to continue service on the MCC. ♦ Received a report on the state’s Quality Improvement Project that focuses on health disparities and childhood obesity in the Latino community. ♦ Kept apprised of health care reform through reports of meetings, testimony, and a detailed analysis comparing the Senate and House versions for reform. ♦ Kept tabs on the status of Healthy Families and possible loss of recipients during 2009. ♦ Reviewed the 2008 HEDIS report that is reported in 2009. Discussed the 10 of 15 categories where improvement was shown, as well as the five remaining categories that need improvement. ♦ Monitored the growth of MediCal during 2009 in the county and across the state probably because of the rise in unemployment. ♦ Tracked the on-going success of the 340B pricing program and the financial impact of the program on the county. ♦ One at-large member resigned from the commission due to a move from the area. There is now one open seat. Managed Care Commission - Focus Topics ♦ Provider Relations introduced the new Provider On-Line Search Engine. ♦ Informed about the 340B Pharmacy network consolidation and its complexities. ♦ Presentation of “Performance Guarantees Plans A & B” survey comparing CCHP to the Kaiser and Health Net employee plans. CCHP was in the 90th percentile in 9 of 10 categories. The majority of the 9 categories were also above industry standards. ♦ Reported on and monitored the impact of H1N1 on the Advice Nurse Unit as well as the rest of the County as well as CCHP’s leadership role with Health Services in planning the county’s response. ♦ Followed the development and implementation of the new Pharmacy Network for the uninsured.
