APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
with Blankinship and Associates, in an amount not to exceed $720,795 for development and
implementation of regional water quality monitoring for aquatic pesticide usage with the
Joint Exercise of Powers Agreement (JEPA) members, in compliance with the Statewide
General Aquatic Pesticide National Pollutant Discharge Elimination System (NPDES)
Permit, for the period beginning March 2, 2010 through March 1, 2015.
FISCAL IMPACT:
Funding source is 100% County Stormwater fees with re-imbursed cost-sharing from the
JEPA Member Agencies.
BACKGROUND:
The Contra Costa County Public Works Department (CCCPWD) has a Joint Exercise of
Powers Agreement (JEPA) with Contra Costa County Flood Control and Water
Conservation District, Alameda County Flood Control and Water Conservation District,
Alameda County Public Works Department, Zone 7 – Alameda County Flood Control and
Water Conservation District, the City of Antioch,

BACKGROUND: (CONT'D)
and the City of Concord (the Member Agencies), to monitor and implement aquatic
pesticide use under the requirements of the Statewide General National Pollutant Discharge
Elimination System (NPDES) Permit.
CCCPWD acts as the lead agency in charge of all meetings and contract agreements with
the selected consultant. All JEPA Member Agencies share equally in the costs of
monitoring and testing for each pesticide being used and for the costs associated with
coordination and administration of the JEPA.
Funding for professional services are secure and available to cover the scope of work
through 2015, coinciding with the renewal of the aquatic pesticide NPDES Permit.
CONSEQUENCE OF NEGATIVE ACTION:
If the contract is not executed with Blankinship and Associates, Inc., the County Public
Works Department, the Contra Costa County Flood Control and Water Conservation
District, and the JEPA partners will not be in compliance with the Statewide NPDES permit
for Discharge of Aquatic Pesticides in Waters of the United States, and will not be able to
apply aquatic pesticides, nor be able to keep flood control channels clear of invasive
vegetation, and may be subject to fines and/or other actions.
