Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
MD), to execute, on behalf of the County, Agreement #28-812 with the City of Concord, to
pay County an amount not to exceed $100,000, for the rehabilitation costs of the Respite
Care Housing Program through Community Development Block Grant (CDBG) Capital
Development funding, for the period July 1, 2009 through June 30, 2010.
FISCAL IMPACT:
The $100,000 requested in CDBG Capital Development is necessary to complete the
building that will service individuals who are medically fragile and homeless. CDBG
requires a 25% match which will be met through State of California EHAPCD funds
previously awarded to the project. No additional County funds required.
BACKGROUND:
The County’s Homeless program is seeking funding through the Contra Costa County
Conservation and Development’s Affordable Housing Program to support the conservation
of 2047-D Arnold Industrial Way in Concord for respite housing for the homeless. The goal

BACKGROUND: (CONT'D)
this program is to provide outreach, short-term shelter, goal-oriented counseling, and health
services to medically fragile homeless living on the streets or recently discharged from
hospitals. The County is agreeing to indemnify and hold the grantor harmless for claims
arising out of the county’s performance under the agreement.
