Project (Brentwood) and AUTHORIZE the Public Works Director, or designee, to advertise
the project. [DCD-CP#10-14]. Project No.: 0662-6R4064-10, and
FIND the project is a California Environmental Quality Act (CEQA), Class 1(c) Categorical
Exemption, pursuant to Article 19, Section 15301(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with
the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the
Department of Conservation and Development for processing, and a $50 fee to the County
Clerk for filing the Notice of Exemption.

FISCAL IMPACT:
The estimated project cost is $3.269 million. This project is funded by local road funds.
This project has the potential to be funded in full or in part by the Jobs for Main Street
Act, pending passage of the act by the federal government. This act would be the second
stimulus bill similar to the American Recovery and Reinvestment Act passed in 2009.
The amount that would be available from the Jobs for Main Street Act is not known at
this time.
BACKGROUND:
The purpose of this project is to improve the pavement condition of Vasco Road by
providing a hot mix asphalt overlay on Vasco Road between Frisk Creek Bridge and
Walnut Boulevard. Vasco Road is a north/south major arterial between Marsh Creek
Road near Brentwood in Contra Costa County and Tesla Road in Livermore, Alameda
County. The existing roadway consists in general, of one 12-foot lane in each direction
with 6-8 foot exterior shoulders and additional turn lanes at intersections. Vasco Road
north of I-580 is a major commuter and truck route linking the Tri-Valley and Silicon
Valley with Eastern Contra Costa County. Commute traffic on the Vasco Corridor has
increased steadily contributing to the deterioration in the roadway.
The project would overlay Vasco Road between Frisk Creek Bridge and Walnut
Boulevard (3.8 miles). All or portions of the existing pavement will be ground the
equivalent depth of the hot mix asphalt overlay to conform to existing lateral features
such as metal beam guardrail. The project does not include any pavement widening and
all work will be contained within the existing road pavement. The project will include
base and pavement failure repairs in some locations requiring excavation of the existing
road pavement. There will be no soil disturbance beneath the existing road pavement.
Contract plans and special provisions will require a maximum depth of excavation of 0.9
feet, leaving 0.45 feet of undisturbed roadway base material between the bottom of the
work and the top of native soil. The excavations will not exceed the bottom of the
existing roadway structural section and therefore, native soil will not be disturbed. The
work will generally consist of the placement of pavement reinforcing fabric with a 0.15’
to 0.2’ overlay; and a 0.15’ to 0.2’ deep grinding of the existing roadway pavement
(varying widths within the existing pavement). Traffic control devices such as
thermoplastic striping and rumble strips will be applied in the center line and on both
sides of the traveled way; the shoulders may be applied with fog sealant, a protective
paint that prolongs the life of the asphalt shoulders. South of Camino Diablo, one-lane
traffic control will be maintained during construction. Between Camino Diablo and
Walnut Boulevard, a temporary road closure may occur during non-commute hours with
a detour route provided west of Vasco Road via Camino Diablo and Walnut Boulevard.
The detour is expected to reduce the delays that could otherwise be experienced by
drivers using the roadway. A construction staging area approximately 8,000 square feet in
size has been identified approximately 0.2 mile north of Frisk Creek Bridge in a
previously disturbed area, directly adjacent to the northbound lanes. The perimeter of the
staging area will be delineated with Environmentally Sensitive Area (ESA) fencing to
ensure no disturbance occurs beyond the limits of the defined staging area. The East
Contra Costa County Habitat Conservancy has concurred that the project is a covered
(exempt) activity under the East Contra Costa County Habitat Conservation Plan/Natural
Community Conservation Plan (HCP) and no HCP fees are required (pers. comm. J.
Kopchik, 2/18/10).
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.
