Specific Requests or Recommendations & Background & Justification
RECOMMENDATION
1. Acknowledge receipt of final draft Solid Waste Management Study Report.
2. Request County Solid Waste Commission to conduct a study session on the draft Study
Report for Board members and other interested parties.
BACKGROUND -
On July 10, 1984, the Board authorized County staff to participate with the Central Contra
Costa Sanitary District in conducting a joint study to identify potential solid waste
landfill disposal sites and study other aspects of solid waste management. A final draft
of the Study Report has been completed. Given the high level of public interest in the
Study, it is appropriate for the County to provide ample opportunity for study of the
Report in order to obtain further input. The Solid Waste Commission is the appropriate
body to conduct a. study session. Board members would be encouraged to attend the session.
Staff has tentatively reserved the Board Chambers from 9:00 a.m. to 12:00 noon on Friday,
March 15, 1985 for the study session. The Solid Waste Commission will be discussing the
study session at their February , 20, 1985 meeting, in anticipation that the Board will
approve Commission's sponsorship of the session.

Also: REFERRED the report to the County Administrator and the Solid Waste Commission to
consider options and alternatives; FIXED March 26, 1985 at 2:00 p.m. for consideration;
DIRECTED staff to arrange a tour of the proposed landfill sites for Board Members and the
Solid Waste Commission; DIRECTED the County Administrator to report to the Board on the
following issues:
- The ability of local government to control the wastestream to landfills and/or resource
recovery projects.
- The ability of local government to regulate tipping fees at privately-owned landfills.
- Organizational alternatives for solid waste management, including a Joint Exercise
of Power Authority.
- The timing"and processing requirements of the privately-proposed landfill applications.
A summary of- franchise agreements of cities and sanitary districts concerning their
authority to control or direct the wastestream.

Amendment No. 1 to the County Solid Waste Management Plan calls for the Board to decide by
April 1, 1985 whether or not to proceed with a further study. Therefore, the Board will be
expected to determine which steps are necessary to insure that the County has adequate
solid waste disposal capacity. Staff plans to prepare a recommendation to the Board for
its March 26, 1985 meeting concerning further action by the Board on this matter.
An Administrative Draft of the Report was sent to Board members earlier. The final draft
is still being prepared by County and Central San staff to incorporate comments made by the
Study's Management Advisory Committee and Technical Advisory Committee. Copies of the
final draft will be distributed to the Board at the February 26, 1985 meeting.
