AUTHORIZE relief of cash shortage in The Employment and Human Services
Department's revolving fund used for immediate cash benefit issuance to welfare clients in
the amount of $4,113 as recommended by the Auditor-Controller.
FISCAL IMPACT:
Cash shortage in the amount of $4,113.
BACKGROUND:
In accordance with the provisions of Administrative Bulletin 207.7, the Employment and
Human Services Department (EHSD) requests relief of a cash shortage in the revolving fund
used for immediate cash benefit issuance to welfare clients in the amount of $4,113. The
shortages occurred as a result of four (4) fraudulent (counterfeit) checks written by third
parties (not EHSD employees) in November 2006 in Wells Fargo Bank commercial
checking account. Counterfeit check stock was used in these transactions. Neither the
shortage nor any delay in its discovery was caused by gross negligence of fraud by
department employees(s).
