APPROVE and AUTHORIZE the Conservation & Development Director, or designee, to
execute a contract with Environmental Science Associates (ESA) effective March 23, 2010,
to March 23, 2011, with a payment limit not to exceed $559,809 to prepare an
environmental impact report (EIR) for the Vasco Wind Repower Project in the Byron area.
FISCAL IMPACT:
No fiscal impact. General Fund revenue will not be used as the cost is covered by fees paid
by the project applicant.
BACKGROUND:
The proposed project involves removing 430 obsolete turbines at the Vasco Wind Energy
Project and replacing them with up to 41 larger modern turbines. The project requires
approval of a land use permit, which is subject to the requirements of the California
Environmental Quality Act. The County selected ESA to prepare the EIR for this project in
2008, but the applicant placed the project on hold in order to gather wind data at the project
site. In the meantime, the County contracted with ESA to prepare the EIR for the Tres
Vaqueros Wind Farm located immediately northeast of the Vasco Wind Energy Project site.
