APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract
amendment with William Self Associates, Inc., effective March 15, 2010, to include
additional provisional language to the contract and increase the payment limit by $100,000
to a new payment limit of $150,000, to provide on-call environmental professional services
for various projects, Countywide.
FISCAL IMPACT:
There is no impact to the County General Fund. The project is funded by Flood Control and
Water Conservation District, Local Road and Airport Project funds.
BACKGROUND:
Effective April 15, 2009, on behalf of the Contra Costa County (County), the Public Works
Department (Department) entered into a three-year contract with William Self Associates,
Inc. (WSA) in an amount not to exceed $50,000 for on-call environmental professional
services for a variety of projects throughout the County.

BACKGROUND: (CONT'D)
This contract amendment is needed to include additional provisions language that apply
to projects funded by the United States Department of Transportation, and increase the
payment limit increase by $100,000 to a new payment limit of $150,000. All other terms
and conditions in the Contract entered into on April 15, 2009 between the Dept. and the
Contractor shall remain in full force and effect.
WSA is certified as a Small Business Enterprise (SBE). The Department has determined
that WSA is qualified to conduct the necessary work for environmental compliance of
various projects throughout the County.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval, environmental assessments will not be completed in a timely
manner, therefore the necessary CEQA, NEPA, and HCP/NCCP clearances will not be
obtained; which may delay the design and construction of the project; and may
jeopardize funding.
