The key to the interoperability project is that every component must be 100% compatible. The existing system cannot be expanded with another vendor's product and it is this fact that serves as the primary justification for doing business with Motorola. The decision to proceed with Motorola is supported by the East Bay Regional Communication System Authority Board of Directors. In addition, Motorola has been approved by the California Emergency Management Agency as a sole source contractor under the 2007 PSIC grant program. The PSIC grant funds the continued build-out of the EBRCS. Sustained build-out of the local communication system is a designated initiative and part of the Department of Homeland Security's mission to advance public safety interoperable communications nationwide. The two consoles being purchased are designated for the Contra Costa County Fire Protection District and are being funded by PSIC through the Sheriff's Office.
