APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the
Sheriff-Coroner, a purchase order with Motorola, Inc., in an amount not to exceed $314,977
for two dispatch consoles and related back-up equipment for use by the Contra Costa
County Fire Protection District as part of the East Bay Regional Communication System.
FISCAL IMPACT:
$314,977, 100% 2007 Public Safety Interoperable Communications (PSIC) Grant funds.
The 2007 PSIC grant is federally funded and has been allocated regionally by the California
Emergency Management Agency (CalEMA) with the City and County of San Francisco
serving as the fiscal agent for the operational area including Contra Costa County. Catalog
of Federal Domestic Assistance No. 11.555.
BACKGROUND:
The requested purchase order of $314,976 will fund the purchase and installation of two
dispatch consoles and related back-up equipment needed for the continued build-out of the
East Bay Regional Communication System (EBRCS). The consoles are integral to

BACKGROUND: (CONT'D)
best voice communication performance with the existing infrastructure. The key to the
interoperability project is that every component must be 100% compatible. The existing
system cannot be expanded with another vendor's product and it is this fact that serves as the
primary justification for doing business with Motorola. The decision to proceed with
Motorola is supported by the East Bay Regional Communication System Authority Board
of Directors. In addition, Motorola has been approved by the California Emergency
Management Agency as a sole source contractor under the 2007 PSIC grant program. The
PSIC grant funds the continued build-out of the EBRCS. Sustained build-out of the local
communication system is a designated initiative and part of the Department of Homeland
Security's mission to advance public safety interoperable communications nationwide. The
two consoles being purchased are designated for the Contra Costa County Fire Protection
District and are being funded by PSIC through the Sheriff's Office.
