There was a subsequent amendment, approved by the Board on October 20, 2009, to reduce the minimum days of operation from 251 to 245 days. The revision was due to six mandatory furlough days which all Contra Costa County departments are mandated to observe during FY 2009-10. A second amendment was approved by the Board on January 19, 2010 to incorporate State-amended 2009-10 Funding Terms & Conditions to include new information regarding program eligibility requirements, admissions policies, and fee schedule. This proposed amendment adds $500,000 to the County's General Childcare and Development program by subtracting the same amount from the County's California State Preschool Program revenue contract. The Department requested this fund transfer based on enrollment trends between the two programs. This is the first year in which the State consolidated several funding streams into these two entities; adjustments to transfer funds between the two revenue streams are allowable during this transition period. The board order to decrease the payment limit for the California State Preschool program revenue contract is also scheduled for the March 23, 2010 Board meeting. Approval of this agreement will allow continued provision of vital childcare services to Contra Costa County children and families. State # CCTR 9028, Amend 3 County # 39-801-21 7/1/09 - 6/30/10 CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Head Start program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
