APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to apply for and accept a continuation grant in the amount of $1,000,000 from the
Department of Justice, Office on Violence Against Women to enhance the
Community-Defined Solutions to Violence Against Women Program (formerly Grants to
Encourage Arrest Policies and Enforcement Protection Orders Program).
FISCAL IMPACT:
$1,000,000: 100% Federal Funding (CFDA #16.590). No County match.
BACKGROUND:
Since 2004, Zero Tolerance for Domestic Violence (ZTDV) has successfully implemented
the Grants to Encourage Arrest policies and Enhancement of Protection Order (GTEA)
program, striving to formalize a coordinated community response. The funds will enable
ZTDV to do the following: (1) Establish a Family Justice Center – the center has been
under planning for the past six months with the input of victims and more

than 30 agencies; (2) Provide more robust and comprehensive victim advocacy and support
services, assisting 250 victims of felony DV and 400 victims of misdemeanor Domestic
Violence (DV) with safety planning, and linking them to support services (3) Enhance
Restraining Order assistance by providing guidance to 700 victims in submitting pleadings;
(4) Conduct six VAWA/U-Visa workshops targeting 200 DV victims; (5) Enhance Judicial
handling of DV cases by operating a DV misdemeanor court in Martinez and stationing a
legal technician to assist with restraining order filings at the Pittsburg Courthouse; (6)
Design and implement an enhanced training curriculum for law enforcement, training 500
officers; (7) Revise review and develop policies for underserved populations; (8) Intensive
investigation of DV cases and monitoring of offenders, with a bilingual Deputy Probation
Officer supervising 35-40 high-risk cases; (9) Develop a countywide risk assessment
protocol; (10) Design and implement a long-term strategy for increased investigation and
supervision of high-risk cases.
This re-application will allow ZTDV to continue with these activities while continuing to
enhance the system that assists domestic violence victims in Contra Costa County.
ZTDV partners for the Community Defined Solutions/Arrest program include: Superior
Court, District Attorney, Probation, STAND! Against Domestic Violence, Community
Violence Solutions, Bay Area Legal Aid, Antioch Police Department, Richmond Police
Department and the Employment and Human Services Department (Aging and Adult
Services).
Since its inception, the Zero Tolerance for Domestic Violence Initiative (ZTDV) has been
recognized for its innovation in the area of system change through a comprehensive,
coordinated, community-wide approach that interrupts the progressive cycle of violence,
recognizing the cost effectiveness of integrated and collaborative service strategies.
The Community Defined Solutions/Arrest program recognizes that domestic violence is a
crime that requires the criminal justice system to hold offenders accountable for the actions
through investigation, arrest, and prosecution of violent offenders, and through close judicial
scrutiny and management of offender behavior. The Community Defined Solutions/Arrest
program’s purpose of encouraging communities to adopt a coordinated community response
(CCR) in the treatment of domestic violence as a serious violation of criminal law is
consistent with Zero Tolerance’s vision and objectives.
