FISCAL IMPACT: BACKGROUND: The Public Works Director has reviewed the current work load, staffing and allocated resources within the Public Works Department. This review has shown that an internal reorganization is required to match workload needs with staffing and remain within projected resource levels. The workload requires a shift in our workforce to eliminate some positions. We have also received notification of retirements this year of several key positions that now allow us to begin to relook at how we structure our department for long term efficiency and sustainability. Bueren, Public Works Director/Chief Engineer Date:March 23, 2010 Contra Costa County Subject:Abolishment of Positions While there has not been a final resolution to the State’s budget with regard to gas tax BACKGROUND: (CONT'D) and Proposition 42, the proposals that appear likely to pass leaves us relatively whole. However, our funds from the State may continue to be deferred and we are continuing to see a decline in revenue in the Flood Control District from property tax. In addition, the poor economy continues to affect the amount of land development work in the department. Even in the event that development activity increases, we expect the growth will be gradual and have a minimal impact on our workload over the next two to three years. To address these issues in our budget, the department is recommending some work force reductions. Due to the lack of development related work and other budget issues, we need to reduce our clerk, engineering and technician staffing levels. We have also determined that we can eliminate two information technology staff positions and still meet the department’s information technology needs by working with the Department of Information and Technology to improve efficiency. This will reduce our overhead expenses. We are also recommending reducing our upper management staff at this time by not immediately backfilling a Deputy Director position and two division level manager positions (Assistant Director) that will become vacant due to retirements. These retirements allow us to continue to review our department structure and determine how to serve the public in the most efficient manner. Therefore, it is recommended that the Board of Supervisors approve the elimination of a total of 48 positions shown on Attachment A, which includes 39 vacant positions, three filled Entry Level Engineer positions, three filled Entry Level Engineering Technicians positions, one filled Information Systems Manager II position, one filled Information Systems Technician II position, one filled Experienced Level Clerk positions. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: CLERK'S ADDENDUM ADOPTED Resolution No. 2010/179 to abolish specified positions and layoff employees in the Public Works Department effective close of business April 9, 2010, as amended today to reflect an effective date as close of business March 30, 2010 for four positions (1555, 1676, 1685 and 1702) to allow those employees to take advantage of COBRA program benefits.
