2. CONSIDER appointing the following individuals to ex-officio seats on the Committee:
a. Joe Yee, Public Works Department, to the seat currently held by retiring Deputy
Director, Pattie McNamee
b. Roland Hindsman, General Services Department, to the seat currently held by the
retiring Deputy Director, Terry Mann
c. Carlos Agurto, Pestec IPM Provider, to the non-voting seat for the current pest
management contractor to General Services.
3. CONSIDER directing staff to amend the Committee bylaws to change the three (3)
Department representatives (Agricultural Commissioner, General Services Deputy
Director, and Public Works Deputy Director) to non-voting members.
4. CONSIDER directing staff to amend the Committee bylaws to state that, except for the
current pest management contractor with the General Services Department who is a
non-voting member, no one under contract to the County may be a member of the
Committee.
FISCAL IMPACT:
No fiscal impact to the County occurs due to implementation of these recommendations.
BACKGROUND:
I. AT-LARGE PUBLIC MEMBER APPOINTMENTS
For many years the County has had an informal IPM Task Force to assist Departments in
the implementation of the County’s IPM Policy. When the IPM Coordinator was hired in
January 2009, the Board of Supervisors directed the IPM Coordinator and the IPM Task
Force to develop bylaws for a formal IPM Advisory Committee. On November 10, 2009,
the Board of Supervisors approved the bylaws for the Committee.
Purpose of the Committee (from the Committee’s Bylaws):
A. Protect and enhance public health, County resources, and the environment;
B. Minimize risks and maximize benefits to the general public, staff and the
environment as a result of pest control activities conducted by County staff and
contractors;
C. Promote a coordinated County-wide effort to implement IPM in the County in a
manner that is consistent with the Board-adopted IPM Policy;
D. Serve as a resource to help Department Heads and the Board of Supervisors
review and improve existing pest management programs and the processes for
making pest management decisions;
E. Make policy recommendations upon assessment of current pest issues and
evaluation of possible IPM solutions; and
F. Provide a forum for communication and information exchange among members
in an effort to identify, encourage, and stimulate the use of best or promising pest
management practices.
Purview of the Committee
The Committee is concerned with the operation of County Departments and not with the
actions of other public agencies, private individuals, business, or industry.
Recruiting for Three At-Large Public Seats on the IPM Committee
In December 2009, the IPM Coordinator and the acting chair of the IPM Task Force
widely publicized the three vacancies on the IPM Advisory Committee.
In January 2010, a subcommittee composed of Jim Hale, public member representing the
County’s Fish and Wildlife Committee; Pattie McNamee, representing the Public Works
Department; and Michael Kent, representing the Health Services Department, reviewed
the 12 applications received. Along with the IPM Coordinator, they interviewed six of
the applicants, and recommended to the larger IPM Advisory Committee that Michael
Fry, Ted Shapas, and Michael Baefsky be forwarded to the Internal Operations
Committee for consideration. On February 4, 2010, the Committee unanimously
approved the recommendations of the subcommittee.
Number of Vacancies on the Committee: Three (3) at-large seats
Number of Applications Received: Twelve (12) qualified County residents. Note that
one applicant, Brian Murphy, subsequently withdrew his application.

Rationale for the Committee’s Recommendations:
The subcommittee that reviewed the applications was looking for the following
knowledge, interests, and qualities:
• Demonstrable knowledge of, and technical expertise in, IPM
• Understanding and/or experience with a systems approach to pest management
• Interest in environmental issues
• Problem-solving skills
• Understanding of the operation and management of a government system or other large
system
• Geographical diversity among the candidates
The Committee agreed with the subcommittee that the following three applicants had the
most to offer in terms of helping the Departments, the Committee and the IPM
Coordinator implement the County’s IPM Policy.
Michael Fry
• BS in Conservation of Natural Resources; MS in Range Management
• Develops and manages invasive species control programs on thousands of acres of
northern, central, & southern Sierra Nevada using an IPM approach on some of them for
PG&E
• Expertise in weed management
• Expertise in formulating best management practices for pest management
• Expertise in GIS (geographic information system) applications; has developed a
mapping inventory tool
• Member of Friends of Marsh Creek Watershed
• Experienced in project management
• East County resident
Ted Shapas
• PhD in Entomology with 30+ years experience in the field of pest management
• Interested in the preservation, conservation, and restoration of riparian environments
and resources
• Currently Program Manager for the EcoWise Certified IPM certification program (the
first structural IPM certification program in the U.S.)
• Interested in efficiency in government
• Extensive experience in leading research and development teams
• Developed and tested Combat and MaxForce cockroach bait products which
revolutionized cockroach IPM.
• Retired
• Central County resident
Michael Baefsky
• BS in Pest Management
• Independent landscape IPM consultant and certified arborist
• 30 years practical experience in IPM in the Bay Area
• Recipient of Department of Pesticide Regulation’s IPM Innovator Award
• Extensive experience in teaching IPM; current instructor for DPR’s statewide school
IPM training program
• Consults for the County of Marin IPM program and is involved in writing IPM plans
and reviewing pesticides
• West County resident
These three (3) applicants are diverse in their knowledge and experience. Together they
have expertise in all three of the important areas of the County’s IPM program:
• Roadside/rangeland vegetation management: Michael Fry
• Structural (in and around buildings) IPM: Ted Shapas
• Landscape IPM: Michael Baefsky
Their expertise complements the interests represented by the other two public members
on the Committee: Marj Leeds, a chemical engineer, who represents the Public and
Environmental Health Advisory Board, and Jim Hale, a wildlife biologist, who represents
the County Fish and Wildlife Committee.
Presentation of the Committee’s Recommendations to the Internal Operations
Committee
On March 1, 2010, staff presented the Committee’s three (3) recommendations to the
Internal (IO) Operations Committee. IO is forwarding these recommendations to the full
Board.

2. Can you commit to regular attendance at our meetings for the next 2 years?
3. Why do you want to be on the IPM Advisory Committee?
4. Which of your qualifications do you think will help improve the County’s IPM
Program?
5. How would you define IPM?
6. What aspects of the County’s IPM program are you most interested in?
7. Our committee is composed of both County staff and the public. We have diverse
interests and perspectives. Describe how you have worked to develop consensus on a
committee when there were divergent opinions?
8. Describe an experience where you tried to change a government program or other
system, or where you tried to get people to change their behavior or do new things.
9. Do you have anything you would like to add or any questions you would like to ask us?
II. STRUCTURE OF THE IPM ADVISORY COMMITTEE
On March 1, 2010, at the IO Committee meeting, the discussion about filling the three
(3) vacant, at-large public member seats precipitated a discussion about the structure of
the Committee.

Contractors Serving on the Committee
During the IO meeting, concerns were raised about County contractors serving on the
Committee.
The IO directed staff to change the Committee’s bylaws to prohibit individuals under
contract to the County from serving on the Committee. The only allowable exception
would be the non-voting seat held by the pest management contractor to General
Services.
County Staff as Voting Members
Supervisor Piepho also raised concerns about County staff serving as voting members on
the Committee. Two options were suggested, in addition to the option of not changing the
structure:
1. Change the three (3) Department representatives (the Agricultural Commissioner,
General Services Deputy Director, and Public Works Deputy Director) to
non-voting members.
2. Change all five (5) County staff representatives, the three (3) named above, along
with the Health Services Department representative and the Stormwater
representative, to non-voting members.
Staff recommends the first option because the Agricultural, General Services and Public
Works Departments engage in pest management, while the Health Services Department
and the Stormwater Program do not.

By unanimous vote of the members present the Board: APPOINTED Michael Fry
(East County resident—Brentwood), Michael Baefsky (West County resident—El
Sobrante) and Ted Shapas (Central County resident—Alamo) to the three at-large
seats on the Integrated Pest Management (IPM) Advisory Committee; APPOINTED
the following individuals to ex-officio seats on the Committee: Joe Yee, Public Works
Department, to the seat currently held by retiring Deputy Director, Pattie McNamee b.
Roland Hindsman, General Services Department, to the seat currently held by the
retiring Deputy Director, Terry Mann c. Carlos Agurto, Pestec IPM Provider, to the
non-voting seat for the current pest management contractor to General Services;
DIRECTED staff to amend the Committee bylaws to change the three (3) Department
representatives (Agricultural Commissioner, General Services Deputy Director, and
Public Works Deputy Director) to non-voting members; and DIRECTED staff to
amend the Committee bylaws to state that, except for the current pest management
contractor with the General Services Department who is a non-voting member, no one
under contract to the County may be a member of the Committee.
