BACKGROUND: Board Resolution NO. 2002/377 requires each regular and ongoing board, commission or committee to annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, require training/certification (if any), and proposed work plan or objectives for the following year. Molate development Studied a request to support an Extended Producer Responsibility resolution Reviewed potential impact of flooding in Contra Costa County Received presentation on new County stormwater permit Met with each County Supervisor individually ACCOMPLISHMENTS The Commission continued their commitment to the implementation of the County’s Environmental Justice Policy by supporting and participate in an effort by UC Berkeley to obtain a grant to develop methods to assess the cumulative impacts of pollution. The Commission continued to educate themselves as part of their effort to develop recommendations concerning Household Hazardous Waste collection by receiving presentations on various topics and holding a community workshop to obtain input. The Commission continued to educate themselves as part of their effort to develop recommendations for brownfields development by receiving presentation on various related topics. The Commission began to develop a position on an Extended Producer Responsibility model resolution that the Board of Supervisors was going to be asked to support. ATTENDANCE/REPRESENTATION The 13-member Commission has members from organized labor, environmental groups, industry, cities, environmental engineering firms, and the public at large. The Commission has membership from all regions of the County. All seats on the Commission were occupied this year, though 2 were vacant for part of the year due to resignations. The Commission has held 10 meetings this year, as well as 9 meetings of the Operations subcommittee and 5 meetings of the Planning and Policy Development subcommittee. All of the full Commission meetings obtained a quorum, with an average of 10 of the 13 members or their alternates being present at these meetings. TRAINING/CERTIFICATION No training or certification was provided or conducted. PROPOSED WORK PLAN/OBJECTIVES FOR THIS YEAR This year the Commission intends to complete its evaluation of brownfield development and Household Hazardous Waste Management; hold at least one more townhall meeting on household hazardous waste issues; continue to review efforts to address emergency evacuation; review the Praxair Hydrogen Pipeline proposal; respond to any requests from the Board of Supervisors, especially those concerning the model Extended Producer Responsibility resolution; and continually evaluate emerging issues, including those related to addressing cumulative impacts and Environmental Justice concerns.
